Citizens of the Republic of Azerbaijan
The allowance is granted to civil servants holding administrative and auxiliary positions who voluntarily leave employment upon reaching retirement age or due to disability and do not have the minimum required length of service (15 years) in a civil service position and are not entitled to a labour pension.
The amount of the allowance is determined based on the average monthly salary for the 12 calendar months preceding the month in which the civil servant leaves their last main position. In this case, if a civil servant has worked in the civil service for less than 12 calendar months, the allowance is calculated based on the completed calendar months actually served.
The state salary consists of the position salary, bonuses, and supplements to the position salary (supplements granted based on the civil servant’s qualification grade, length of service, etc.).
The monthly allowance amounts to 15 percent of the state salary calculated for the civil servant’s last main position.
The allowance is granted for life and is suspended if the person is reappointed to the civil service.
Once a person becomes entitled to the allowance, they may apply for it to the structural unit of the State Social Protection Fund at their place of residence, a DOST Centre, or the “Unified coordination centres for applications from family members of martyrs, military personnel injured in connection with the war, and persons with disabilities”.
An application for the granting of the allowance is reviewed and a relevant decision is made no later than 10 (ten) days from the date of its registration.
If a decision is made to refuse the granting of the allowance, the applicant is officially informed within 5 (five) days, with the reasons for the refusal indicated.
The applicant has the right to appeal this decision administratively to a higher competent authority (official) and to the court.
Where a person is entitled to a social allowance, it is paid for a period of no more than three years preceding the date of application.
