Allowance for old age

Persons eligible for the allowance

Citizens of the Republic of Azerbaijan, as well as stateless persons and foreigners permanently residing in the territory of the Republic of Azerbaijan, unless otherwise provided for in international treaties to which the Republic of Azerbaijan is a party.

Cases in which the allowance is granted

A monthly age allowance of 220 manats is provided to men aged 65 and women aged 64.5 who do not receive a labour pension and have no official income, i.e., are unemployed.
The retirement age for women is gradually increased by 6 months each year from July 1, 2017, to July 1, 2027. However, depending on the social situation of men and women, the following concessions apply when granting this allowance:
Women who have five or more children, including adopted or fostered children under eight years of age, are entitled to receive the age allowance five years earlier, provided the children are alive and under eight. Thus, if a woman is 59.5 years old, meets these criteria, has no pension rights, and is unemployed, she is eligible for the allowance.
Women raising a child with a disability (alive and under eight years old) have their retirement age reduced by five years.
Men who have five or more children, including adopted or fostered children under eight years of age, are entitled to receive the age allowance five years earlier, provided the children are alive and under eight.
Men raising a child with a disability (alive and under eight years old) have their retirement age reduced by five years.
For men in these categories, the right to receive the age allowance applies in cases where the mother has died, been declared deceased or missing by a court, has been deprived of parental rights, or the marriage has been dissolved and custody of the child (children) has been granted to the father.

Duration of the allowance

The allowance is granted proactively for life and is paid cashlessly via plastic bank cards. However, the payment is terminated if the recipient dies, is declared missing or deceased by a court, or begins to earn official income.
Official income includes earnings from paid employment under a valid employment contract or income received based on a taxpayer identification number.

Application procedure

To apply for the social allowance, the individual may contact the local branch of the State Social Protection Fund, a “DOST” Center, or a Unified Coordination Center for Applications of Members of Martyrs’ Families, War Veterans, and Persons with Disabilities at their place of residence.

Required documents

At present, the allowance is granted proactively, without the need to apply to any state body or submit documents.
For persons in categories not eligible for proactive assignment, the following documents are required:
For women who have given birth to, adopted, or fostered five or more children and raised them up to eight years of age:


Copy of the applicant’s identity card (for foreigners or stateless persons – a copy of the residence permit granting the right of permanent residence in Azerbaijan);


Copies of the children’s birth certificates and identity cards;


A certificate from the local executive authority confirming that the woman has given birth to and raised five or more children up to the age of eight;


Copy of the court decision on adoption (if applicable);


Copy of the guardianship certificate (if applicable).


For women who have raised a child with a disability up to the age of eight:


Copy of the applicant’s identity card (or residence permit for foreigners/stateless persons);


The child’s birth certificate;


Extract from the medical-social expert examination confirming the child’s disability;


Certificate from the local executive authority confirming that the woman raised a child with a disability up to the age of eight.


For fathers who, due to the mother’s death, deprivation of parental rights, or divorce, have raised five or more children (or a child with a disability) up to the age of eight without remarrying, as well as for men who have adopted or fostered five or more children and raised them up to the age of eight:


Copy of the applicant’s identity card (or residence permit for foreigners/stateless persons);


Certificate from the local executive authority confirming that the father has raised five or more children (or a child with a disability) up to the age of eight without remarrying;


Copy of the death certificate of the mother or court decision on deprivation of parental rights;


Copies of the children’s birth certificates and identity cards;


Certificate from the Civil Registration Department of the Ministry of Justice confirming that the father has not remarried;


Copy of the guardianship certificate (if applicable);


Copy of the court decision on adoption (if applicable);


Certificate from the local executive authority confirming that the guardian father has raised five or more children up to the age of eight.

Timeframe for reviewing the application

Applications for the allowance are reviewed within a maximum of 10 (ten) days from the date of registration, and a corresponding decision is made.
If the application is denied, the applicant is formally notified within 5 (five) days, indicating the reasons for refusal.
The applicant has the right to appeal the decision administratively to a higher authority (official) or to a court.

Payment of the allowance for previous periods

Social allowances, if the right to receive them exists, are paid for a period of up to three years prior to the date of application.
