If the deceased person’s children are under 18 years of age (for full-time students, until the completion of education, but not exceeding 23 years of age), or if the deceased person’s children who became disabled before the age of 18 are over 18 years old and do not have the right to a labour pension (except for the case specified in Article 14.4 of the Law of the Republic of Azerbaijan “On Labour Pensions”)

To receive a social allowance, after becoming entitled to the allowance, the person may apply to the structural division of the State Social Protection Fund at the place of residence, to the “DOST” centre, or to the “Unified Coordination Centres for applications of members of families of martyrs, military personnel injured in connection with the war, and persons whose disability has been determined”.
For the deceased person’s children
Copies of the children’s birth certificates and identity cards
A copy of the identity document of the other parent (guardian, custodian) who applies as the applicant
A copy of the death certificate of the head of the family (or a copy of the court decision declaring him missing or deceased)
A certificate from the educational institution confirming the enrolment of the deceased person’s full-time student children over 18 years of age (until completion of education, but not exceeding 23 years of age)
For the deceased person’s children over 18 years of age whose disability was determined before they reached 18
The birth certificate and identity card of the deceased person’s child whose disability was determined before the age of 18
The death certificate of the head of the family (or a copy of the court decision declaring him missing or deceased)
An extract from the TSEK medical examination act confirming that the disability (limitation of health) of the deceased person’s child over 18 years of age was determined before the age of 18
For one of the parents, brothers, sisters, grandfathers or grandmothers who takes care of the deceased person’s children under 8 years of age and is not employed (regardless of age and working capacity)
The identity document of the parent or other legal representative (guardian, custodian) caring for the deceased person’s child under 8 years of age
The death certificate of the head of the family (or a copy of the court decision declaring him missing or deceased)
The birth certificates and identity cards of the deceased person’s children under 8 years of age
Applications for assigning the allowance are reviewed and an appropriate decision is made within no more than 10 (ten) days from the date of registration. If a decision is made to refuse the assignment of the allowance, the reasons for refusal are communicated to the applicant within 5 (five) days. The applicant has the right to appeal this decision administratively to a higher authority (official) and to the court.
Social allowances, if the right to receive them exists, are paid for a maximum of three years prior to the date of application.
