Citizens of the Republic of Azerbaijan, and unless otherwise provided in international treaties to which the Republic of Azerbaijan is a party, stateless persons permanently residing in the territory of the Republic of Azerbaijan and foreigners.
When a person whose disability has been determined by the decision of the body (institution) designated by the relevant executive authority does not have the right to a labour (employment) pension.
For the period for which the disability has been determined.
To receive a social allowance, after the person becomes entitled to the allowance, they may apply to the structural division of the State Social Protection Fund at their place of residence, to the “DOST” centre, or to the “Unified Coordination Centres for applications of members of families of martyrs, military personnel injured in connection with the war, and persons whose disability has been determined.”
Currently, this allowance is assigned proactively, without applying to any state body or submitting any document. For persons in categories where proactive assignment is not possible, the following documents are required to assign the allowance: A copy of the document confirming the identity of the applicant (for foreigners and stateless persons, a copy of the residence permit granting the right to permanent residence in the territory of the Republic of Azerbaijan).
Applications for assigning the allowance are reviewed and a corresponding decision is made within a maximum of 10 (ten) days from the date of registration. If a decision is made to refuse the assignment of the allowance, the reasons for refusal are communicated to the applicant in writing within 5 (five) days. The applicant has the right to appeal this decision administratively to a higher authority (official) and to the court.
Social allowances, if the right to receive them exists, are paid for a maximum period of three years prior to the date of application.
