In what cases is the allowance granted?

In the cases established by the Constitutional Law of the Republic of Azerbaijan “On the Provision of the Former President of the Republic of Azerbaijan and Members of His Family”.

50 percent of the monthly pension payable to the former President

For how long is the allowance granted?

The period for payment of the allowance to the wife (husband) or dependent child of a deceased former President of the Republic of Azerbaijan is determined by the Constitutional Law of the Republic of Azerbaijan “On the Provision of the Former President of the Republic of Azerbaijan and Members of His Family”.

Persons Entitled to the Allowance

Citizens of the Republic of Azerbaijan, as well as stateless persons and foreigners permanently residing in the territory of the Republic of Azerbaijan, unless otherwise provided for in international treaties to which the Republic of Azerbaijan is a party.

Application procedure

Once a person becomes entitled to the allowance, they may apply for it to the structural unit of the State Social Protection Fund at their place of residence, a DOST Centre, or the “Unified coordination centres for applications from family members of martyrs, military personnel Injured in connection with the war, and persons with disabilities”.

List of required documents

  • A copy of the applicant’s identity document;
  • A copy of the former President’s death certificate;
  • Information on the family members entitled to the allowance (copies of birth and marriage certificates confirming the person’s relationship with the former President);
  • A certificate from the registration office of the Ministry of Justice of the Republic of Azerbaijan confirming whether the widow of the former President has entered into a new marriage.

Application processing period

An application for the granting of the allowance is reviewed and an appropriate decision is made no later than 10 (ten) days from the date of its registration.

If a decision is made to refuse the granting of the allowance, the applicant is officially informed within 5 (five) days, with the reasons for the refusal indicated. The applicant has the right to appeal this decision administratively to a higher competent authority (official) and to the court.

Payment of the allowance for a previous period

Social allowances are paid, where the person is entitled to them, for a period of no more than three years preceding the date of application.
