Allowance for low-income families with children under the age of one

In what cases is the allowance granted?

When the family is entitled to targeted social assistance in accordance with the Law of the Republic of Azerbaijan “On Targeted State Social Assistance”.

Until the end of the month in which the child reaches one year of age

Persons entitled to the allowance

Citizens of the Republic of Azerbaijan, as well as stateless persons and foreigners permanently residing in the territory of the Republic of Azerbaijan, unless otherwise provided for in international treaties to which the Republic of Azerbaijan is a party

Application procedure

Once a person becomes entitled to the allowance, they may apply for it to the structural unit of the State Social Protection Fund at their place of residence, a DOST Centre, or the “Unified coordination centres for applications from family members of martyrs, military personnel injured in connection with the war, and persons with disabilities”.

List of required documents

Currently, this allowance is granted proactively without applying to any state body or submitting any documents. If electronic information cannot be obtained from the MEIS (Centralized Electronic Information System), the following documents are required:

  • A copy of the applicant’s identity document;
  • A copy of the child’s (children’s) birth certificate.

Application processing period

An application for the granting of the allowance is reviewed and an appropriate decision is made no later than 10 (ten) days from the date of its registration.

If a decision is made to refuse the granting of the allowance, the applicant is officially informed within 5 (five) days, with the reasons for the refusal indicated. The applicant has the right to appeal this decision administratively to a higher competent authority (official) and to the court.

Payment of the allowance for a previous period

Social allowances are paid, where the person is entitled to them, for a period of no more than three years preceding the date of application.
