Allowances for children placed in foster families

In what cases is the allowance granted?

When an agreement is concluded between foster parents and the body (institution) determined by the relevant executive authority concerning the placement of a child aged 0–18, including a child under 18 years of age with a disability, with a foster family.

Amount of the allowance

For a child placed with a foster family:

  • For a child aged 0–6: 355 manats;
  • For a child aged 7–13: 375 manats;
  • For a child aged 14–18: 395 manats.

For a child under 18 years of age with a disability placed with a foster family:

  • For a child aged 0–6: 500 manats;
  • For a child aged 7–13: 600 manats;
  • For a child aged 14–18: 650 manats.

For how long is the allowance granted?

For the period during which the agreement concluded between the foster parents and the body (institution) determined by the relevant executive authority concerning the placement of the child with a foster family remains in force.

Persons entitled to the allowance

Citizens of the Republic of Azerbaijan, as well as stateless persons and foreigners permanently residing in the territory of the Republic of Azerbaijan, unless otherwise provided for in international treaties to which the Republic of Azerbaijan is a party.

Required documents

Currently, this allowance is granted proactively without applying to any state body or submitting any documents.

Application processing period

The proactive granting of the allowance is carried out within 10 (ten) working days following the date on which information regarding the person’s eligibility for the social payment is received by the “Social Payments” subsystem of the MEIS (Centralized Electronic Information System) from the information resources and systems of state bodies and institutions integrated into the MEIS.

The applicant has the right to appeal this decision administratively to a higher competent authority (official) and to the court.

Payment of the allowance for a previous period

Social allowances are paid, where the person is entitled to them, for a period of no more than three years preceding the date of application.
