April 28 is the International Day of Labor Protection
Based on the initiative of the International Labour Organization (ILO), April 28th is observed as World Day for Safety and Health at Work since 2003 to raise public awareness about ensuring safe and healthy working conditions for workers.
As a socially oriented state, Azerbaijan also has a robust state policy in ensuring decent work and labor protection. The country's Constitution, adopted through a referendum led under the leadership of National Leader Heydar Aliyev on November 12, 1995, enshrines the right of everyone to work in safe and healthy conditions. Legislative frameworks in the field of labor and employment were established in the late 1990s under the guidance of the Great Leader. The Labor Code adopted in 1999 reflects the norms, rules, and principles of labor protection comprehensively.
Under the successful social policy of President Ilham Aliyev, employment opportunities in Azerbaijan have been consistently increasing, while significant increases have been made in social benefits, including wages. Moreover, important steps have been taken to improve the labor rights system in accordance with international standards. Azerbaijan, closely collaborating with the ILO, has ratified nearly 60 conventions of the organization, including 9 out of the 10 fundamental conventions. The principles derived from these documents are applied in national legislation.
Furthermore, the State Labor Inspectorate Service, under the Ministry of Labor and Social Protection of the Population, carries out state control over the implementation of labor legislation, including the creation of safe and healthy working conditions. Measures such as providing training and advisory services, ensuring the application of standard norms and rules on labor protection in institutions, and the certification of workplaces have been taken. Additionally, last year, the Labor Protection Center was established within the Service to provide services related to labor protection and safety, including e-learning modules.
Continuous information dissemination activities are also conducted between workers and employers regarding labor protection. These activities now cover liberated territories as well, starting from the past year.
Protection of labor from the adverse effects of climate change is particularly relevant today. The slogan of the ILO for the World Day for Safety and Health at Work in 2024 is also related to this issue. On April 27th, a conference dedicated to the World Day for Safety and Health at Work and the 100th anniversary of the Nakhchivan Autonomous Republic, organized by the Ministry of Labor and Social Protection of the Population, the State Labor Inspectorate Service, and the Ministry of Labor and Social Protection of the Population of Nakhchivan, focused on the impact of climate change on labor protection, aiming to raise public attention and awareness in this area.
Within the framework of the "Organization of Labor Protection in Changing Climate Conditions" campaign initiated by the Ministry, consecutive awareness-raising events are also conducted in the regions of the country. Employers are provided with detailed information on ensuring labor protection in the context of climate change and compliance with norms and rules on labor protection and hygiene.
