Based on the relevant decree of President Ilham Aliyev, a significant step has been taken in the transition of cargo handling in state agencies to a digital platform using ICT. Under this initiative, medical examinations for "hiring" and "driver's license eligibility" have been digitized in medical institutions listed in the State Medical Service Agency's directory.
Starting from May 1st, both medical examinations will be available in electronic format from medical institutions in a convenient and efficient manner. During the briefing, Vugar Gurbanov, the executive director of the State Medical Service Agency, emphasized the importance of digitization in the healthcare sector. It was reported that currently, medical institutions listed in the agency's directory receive requests for medical examinations required for employment, admission to educational institutions, and obtaining driver's licenses. As part of cooperation with the ministries of internal affairs, labor, and social protection of the population, e-searches have already been integrated into the relevant subsystems.
To obtain e-medical examinations, citizens should register on the "E-TABIB" mobile application or the "kabinet.its.gov.az" website. After registration, they can access the "Personal Cabinet" and obtain medical examinations related to health and driver's license eligibility electronically via QR code.
During the event, Vusal Mammadov, Deputy Director of the Digital Innovations Center of the Ministry of Labor and Social Protection of the Population, noted that the center collaborates with many state agencies in this direction. He emphasized that electronic services have been widely implemented in the fields of labor, employment, social protection, and social security. It was reported that out of the 159 services provided by the ministry, more than 90% have been digitized, and over 50 services are provided proactively through e-systems.
As a result of the newly implemented e-services, there is no longer a need for employees to submit their health examinations with paper documents. After undergoing an examination at medical institutions in the region where the State Medical Service Agency is located, the health examination information will be entered into the institution's new e-system.
Due to integration with the "Labor and Employment" subsystem (LES) of the ministry, the mentioned search can be obtained both by the employee and the employer through LES. For this purpose, additional functionality has been added to LES. The accuracy of obtained searches can be verified using QR codes.
This innovation is another important step towards minimizing the use of paper in the documentation process within the framework of the "Year of Greenery".
