The International Labour Organization (ILO) published information about the reforms in Azerbaijan concerning labor relations and social dialogue on its official website:
https://www.ilo.org/resource/news/ilo-and-azerbaijan-%E2%80%93-new-horizons-social-dialogue
In the information titled "ILO and Azerbaijan – New Horizons for Social Dialogue," it is emphasized that Azerbaijan, having ratified 59 Conventions and 1 Protocol, is one of the countries in the CIS that adopted the most ILO standards. It also mentions that our country ratified Convention No. 144 related to social dialogue.
It is noted that back in 1999, tripartite consultations involving the participants of social dialogue in Azerbaijan - the Cabinet of Ministers of the Republic of Azerbaijan, National Confederation of Entrepreneurs (Employers) Organizations of the Republic of Azerbaijan (ASK), and the Azerbaijan Trade Unions Confederation (ATUC) - led to the adoption of the Labor Code.
The enhanced social dialogue-based activities of the Tripartite Commission for Socio-Economic Issues established in the country are highlighted. The information also mentions the working groups established within the Commission, including a working group created to prepare a draft law on "Social Partnership".
It is indicated that the action plan of the Working Group created within the Commission for the implementation of the requirements of ILO Convention No. 155 includes the preparation of a national strategy for labor protection, with advanced practices being researched in this regard.
The information also points out that, by the joint decision of the participants in social dialogue (Government, ASK, AHIK), a Framework Collective Agreement for 2023-2025 was signed in our country, and regular discussions regarding the work done under this Agreement are held in the Commission.
Additionally, it emphasizes that relevant information about the Commission and its activities is reflected in a specific section on the official website of the Ministry of Labor and Social Protection of Population of the Republic of Azerbaijan.
