Persons eligible for car provision

According to the article 3.1 of Decision No 501 of the Cabinet of Ministers dated 18th December 2020 “Conditions and rules of provision with rehabilitation facilities for people with disabilities”, the persons indicated below in cases where there is a medical prescription are provided with a car free of charge by the state:

  1. Persons whose disabilities have been determined in connection with the protection of the territorial integrity, independence, and constitutional structure of the Republic of Azerbaijan;
  2. Persons whose disabilities have been determined due to the events of January 20, 1990;
  3. Persons whose disabilities have been determined in connection with the performance of military service duties;
  4. Persons whose disabilities have been determined in connection with the cancellation of the accident at the Chernobyl NPP (including the performance of military service duties).

A person is provided with a car or a motorized wheelchair in accordance with the sequence formed by the order of drawing up the Personal Rehabilitation Program in CEIS (considering clause 3.3 of the above-mentioned Regulation). When a person dies, their turn is canceled.

Persons with disabilities due to protection of the territorial integrity, independence and constitutional structure of the Republic of Azerbaijan are provided with a passenger car without a queue.

According to paragraph 1.4 of the mentioned Regulation, on the day when a decision is made to assign a car or motorized wheelchair, personal information is included in the queue list in CEIS.

A person can get information about his shift from the "e-social" internet portal of the Ministry.

If the medical instructions indicate that the person needs both a passenger car and a motorized wheelchair, one of them is prescribed at the person's choice.

If a person wants to get both rehabilitation tools in accordance with paragraph 3.6 of the Regulation, the second rehabilitation tool is given to him on a paid basis.

Selling or donating a lent car or powered wheelchair is prohibited. The right to drive a passenger car is granted both to the person and to a cohabitant family member with a driver's license.

According to "Conditions and Rules for Providing Rehabilitation Facilities to Persons with Disabilities", a car is prescribed in cases where there are the following medical indications:

1. chronic circulatory failure of the second (II B) degree;

2. pulmonary insufficiency, II degree;

3. paralysis or significant paresis of one lower limb;

4. hemiplegia, noticeable hemiparesis;

5. convulsive ataxia, hyperkinetic amyostatic syndrome;

6. chronic thrombo-obliterating diseases of both lower extremities, II degree arterial insufficiency, diseases of lower extremity veins, II-III degree venous insufficiency in both lower extremities, with trophic disorders;

7. elephantiasis of both lower limbs;

8. Shopar or higher level motivation of both paws;

9. movement of the lower limb at the calf or thigh level;

10. ankylosis of both hip joints;

11. Diseases and deformations of the spine that make it difficult to stand and move. III-IV degree bends, observed with a sharp and noticeable violation of the function of the spine;

12. chronic osteomyitis of one lower extremity or pelvic girdle bones (with the presence of fistula or sequestered cavities for more than 2 years);

13. in the case of a large bone defect (when more than half of the bone circumference is destroyed) or a long-term non-healing ulcer (larger than 10 cm2) in the lower limb;

14. As a result of a curved joint fracture of both femurs or shin bones, severe impairment of the function of the lower limb, in case of acute contracture in both hip-pelvis or both knee joints; 

15. when the visual acuity of both eyes of a disabled person is below 0.04 or the field of vision is below 5 (five) degrees.
