State Social Protection Fund

The State Social Protection Fund is a public legal entity operating in the field of providing mandatory state social insurance and voluntary (additional) social insurance, state mandatory personal insurance, labour pensions, social benefits, targeted state social assistance, pensions and compensations, and other payments envisaged in laws and other legislative acts of the Republic of Azerbaijan, The Fund operates under the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan.

In its activity, the Fund shall comply with the Constitution of the Republic of Azerbaijan, international agreements to which the Republic of Azerbaijan is a party, laws of the Republic of Azerbaijan, its Charter, other decrees and orders of the President of the Republic of Azerbaijan, decisions and orders of the Cabinet of Ministers of the Republic of Azerbaijan, normative legal acts of the Ministry.

While performing its duties and exercising its rights, the Fund interacts with state and local self-government bodies, trade unions, international and non-governmental organizations, and other legal and natural persons.

The Fund is engaged in activities of national and social importance. In the cases determined by the President of the Republic of Azerbaijan, the Fund can engage in entrepreneurial activities to achieve the set goals.

The Fund has an independent balance sheet, property, treasury and bank accounts, a logo (emblem), a seal with the name of the Ministry and its own name engraved on it, appropriate stamps and letterheads.

In accordance with the law, the Fund has the right, as well as duties, to conclude contracts, acquire and exercise property and non-property rights on its own behalf. The Fund can act as a plaintiff or defendant in court.

The Fund ensures the development of the field relevant to its activities, makes proposals to the Ministry regarding the formulation of state policy and ensures the implementation of that policy, cooperates with the relevant state bodies (institutions), participates in the development and implementation of proposals, provides payment of labour pensions, social benefits, targeted state social assistance, grants and compensations, as well as other payments provided by the laws of the Republic of Azerbaijan, acts of the President of the Republic of Azerbaijan and the Cabinet of Ministers of the Republic of Azerbaijan, registration and de-registration of compulsory state social insurance participants , ensures registration and deregistration of insured persons and insurers for unemployment insurance, keeps individual records and monitors them, participates in the preparation and implementation of state programs related to the social protection of the population, takes measures to improve the activity in the relevant field and increase transparency, as well as to improve the quality of the services provided,  ensures electronic implementation, supports innovative ideas and projects, and acts in other directions specified in its Charter.
