The State Medical-Social Expertise and Rehabilitation Agency is a public legal entity operating in the field of disability identification and rehabilitation of persons with disabilities. The Agency operates under the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan. In its activity, the Agency complies with the Constitution of the Republic of Azerbaijan, the international treaties to which the Republic of Azerbaijan is a party, the laws of the Republic of Azerbaijan, Agency’s Charter, other decrees and orders of the President of the Republic of Azerbaijan, decisions and orders of the Cabinet of Ministers of the Republic of Azerbaijan, normative legal acts of the Ministry.
While performing its duties and exercising its rights, the Agency interacts with state and local self-government bodies, trade unions, international and non-governmental organizations, and other legal and natural persons. The Agency is engaged in activities of national and public importance. In cases determined by the President of the Republic of Azerbaijan, the Agency may engage in entrepreneurial activity to achieve the goals set forth in its Charter.
The Agency has an independent balance sheet, property, treasury, bank accounts, logo (emblem), seal with the name of the Ministry and its own name engraved on it, relevant stamps, and letterheads. In accordance with the law, the Agency has the right, as well as duties, to conclude contracts, acquire and exercise property and non-property rights on its own behalf. The agency may act as a plaintiff or defendant in court.
The activities of the Agency include ensuring the development of the relevant field, making proposals to the Ministry regarding the formulation of state policy in the relevant field, participating in the implementation of that policy, cooperating with relevant state bodies (institutions), participating in the development and implementation of proposals, including in the structure to carry out the assessment of disability through medical and social expert commissions, to draw up an Individual Rehabilitation Program for the purpose of medical, vocational-labour, psychological-pedagogical rehabilitation and development of social skills of persons with disabilities and to monitor its implementation, taking measures in order to adapt infrastructure facilities for the use of persons with disabilities, improving activity in the relevant field and increasing transparency, raising the quality of the services provided, taking measures for their electronic implementation, as well as supporting innovative ideas and proposals and acting in other directions specified in the Agency’s Charter.
