Born in 1979 in Ganja Hidayat Abdullayev graduated from the Faculty of Philology of Baku State University with a bachelor's degree (2000) and from the Faculty of Business Administration organized by Georgia (USA) State University together with Odlar Yurdu University with a master's degree in International Business (2004).
Since 1997, Mr. Abdullayev has worked in various positions in the Foreign Investments Department of the State Oil Company, since 2007 he has worked as the Executive Director of "Azerbaijan Association of Insurers", since 2008 he has worked in insurance and banking systems, as well as in the fields of insurance and medical risk management in several foreign countries.
Since 2011, Mr. Abdullayev was the Deputy Head of the Department in the Ministry of Economic Development of the Republic of Azerbaijan, since 2013 was the Deputy Head of the international project in the same Ministry.
From August 2018, Mr. Abdullayev was the adviser to the Minister of Labour and Social Protection of Population, and from December 2018 to his current position, he was the Head of the Ministry's Office.
