Born in 1980 in Baku Anar Aliyev graduated from Baku State University in the field of International Law with a bachelor’s degree (2000), obtained master’s degree in 2002 and PhD in 2006.
From 2000 to 2006, Mr. Aliyev worked as a secretary of the court session in the local economic court No.1. He worked as the chief adviser of the Legal Department of the Ministry of Economy in 2006-2008, and as the head of that department in 2008-2018.
By the Order of the President of the Republic of Azerbaijan dated June 19, 2012, he was awarded the medal "For distinction in civil service" for his contribution to the development of the economy of Azerbaijan. By the Decree of the Head of State dated February 3, 2016, he was a member of the Appellate Council under the President of the Republic of Azerbaijan until 2018.
Until his current position, he worked as the head of the Office of the Ministry of Labour and Social Protection of Population.
He is married with two children.
