The Civil Service and Human Resources Issues Department is a structural division of the Office of the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan. The Department within the scope of the powers granted by its Regulation, implements normative legal acts adopted in civil service and labour legislation, recruits civil servants on the basis of competition or interview, evaluates civil servants professional activity, carries out training and development of employees, monitors ethical conduct of civil servants and non-civil servants of the Ministry, conduct professional training of civil servants, additional education, social protection, appointment of employees to relevant positions in subordinate institutions, termination and transfer, carries out evaluation (attestation) of employees, analysis of personnel data, as well as organization and regulation of work on civil service and other issues related to labour relations.
In its activities, the Department complies with the Constitution of the Republic of Azerbaijan, the Labour Code of the Republic of Azerbaijan, the Law of the Republic of Azerbaijan "On Civil Service" and other laws, the "Regulation on the Ministry of Labour and Social Protection of the Population of the Republic of Azerbaijan" and other decrees and orders of the President of the Republic of Azerbaijan, the Cabinet of Ministers of the Republic of Azerbaijan is guided by the decisions and orders, the decisions of the Board of the Ministry, orders of the Minister of Labour and Social Protection and the Department’s Regulation.
While performing its duties and exercising its rights, the Department interacts with structural units of the Ministry, as well as central and local executive authorities.
