The range of e-services in the fields of labor, employment and social protection is expanding and a number of new proactive services are also being established. This was announced at the next board meeting held at the Ministry of Labor and Social Protection of the Population.
The Minister of Labor and Social Protection of the Population Sahil Babayev pointed out that the electronicization program of state social services was implemented as a main direction of the process of social reforms carried out in recent years according to the instructions of President Ilham Aliyev. The important role of e-services in ensuring the transparency and flexibility, efficiency, and satisfaction of citizens of public services was emphasized.
It was noted that 145 of the 159 services of the Ministry or more than 90 percent are already provided through the digital platform, including more than 50 services in a proactive manner. At present, it was reported that proactive services are being created for the appointment of a number of benefits related to the compulsory state social insurance system. This year, the e-social internet portal will be improved and its functional capabilities will be improved, the latest technological solutions will be introduced in the portal, etc. the works carried out in the directions were mentioned.
This year, DOST Digital Innovation Center under the Ministry was awarded 12 international awards for its digital achievements, and experience exchanges are currently being conducted with more than 20 countries in the field of e-services.
It was emphasized that 324,000 citizens were served in DOST centers in 5 months of the current year, and work to ensure the flexibility of services in these centers continues. It was noted that the average time of providing services to citizens in DOST centers continued to decrease this year, to 6 minutes and 37 seconds, and the waiting time in the queue decreased to 2 minutes and 15 seconds. Expert support for the application of the DOST model in Moldova and the use of DOST experience in the state social services system in Uzbekistan were discussed.
The work done in the fields of disability assessment and rehabilitation was brought to attention. It was reported that in January-May 2024, 19,400 persons were assigned disability, 44,000 persons with disabilities were provided rehabilitation services, which is 66 percent more than in the corresponding period of last year. Also, in the last 5 months, 50,800 rehabilitation tools were given to 6,900 people with disabilities. After the 44-day Patriotic War, which ended with our victory, 473 servicemen were provided with 566 high-tech prostheses. This year, people with war-related disabilities were also provided with high-tech special sports prostheses for running.
It was brought to attention that rehabilitation services were provided to 623 people with disabilities and more than 300 rehabilitation tools were given to people with disabilities at the "RehaPoint" rehabilitation center, which started operating at the Karabakh Regional DOST Center in Barda on December 1.
Implementation of state control over compliance with labor legislation, improvement of the normative legal framework in the field of labor relations, application of innovative control mechanisms for labor relations, adaptation of the national standardization system in the field of labor to international requirements, etc. the works carried out in the fields were noted.
At the meeting, the activities of DOST centers, further expansion of the range of e-services in the social field, medical and social expertise and rehabilitation, implementation of innovative solutions in the field of state control of compliance with labor legislation and the tasks ahead were discussed. Also, a number of professional and qualification standards were discussed and approved.
