According to the Decree of President Ilham Aliyev, the Ministry of Labor and Social Protection of the Population includes their final medical insurance for making decisions on 4 categories during the medical certification of citizens called to the labor pension service from today:
• on extraordinary sales serviceability ("Category "B"),
• on deferment of military service, considering it harmless due to health condition ("Ç" Category),
• on unfitness for military service in peaceful trade, limited fitness during wartime ("C" Category),
• on unfitness for military service, both after the peace and during the war (Category "D").
Based on the results of the medical checkup of the military-medical commissions and the visual medical checkup of citizens called up for regular military service, the State Medical-Social Expertise and Rehabilitation Agency under the Ministry (SMSERA) conducts the final medical checkup.
In order to prepare for the final medical checkup process, the Ministry has established a digital infrastructure for the final medical checkup procedure. This also serves to ensure transparency and flexibility, an objective approach in the implementation of the mentioned procedure.
The "Medical Certification" subsystem of the Ministry was prepared, and with this subsystem, the integration of the information bases of the Ministry of Health, the State Agency for Compulsory Medical Insurance, the Union for the Management of Medical Territorial Units, the State Service for Mobilization and Conscription and other relevant institutions, and the possibility of electronic information exchange were provided.
Information related to the checkup is received and collected from the relevant institutions through that subsystem, and the results of the final checkup are entered into this subsystem and formalized. Automatic integration of the "Citizen admission" subsystem into the "Medical certification" subsystem was ensured.
Medical Evaluation Center of SMSERA, equipped with modern medical equipment, was also established for the implementation of final medical examinations.
Improvements to the relevant legislation were also carried out, and the procedure for conducting a final medical checkup during the medical certification of citizens called up for full-term active military service was approved by the Cabinet of Ministers.
Also, by the relevant Decision of the Cabinet of Ministers, the "Regulation on Military-Medical Expertise" was amended, and new criteria were established in accordance with the advanced world practice in medical examinations of conscripts.
Trainings were held for employees of SMSERA and other relevant institutions who will participate in the examination process, and a team of specialists with relevant knowledge and skills was formed in the field of final medical checkup.
The final medical checkup procedure is as follows:
• A referral (Form 44) for the conscript's final medical examination is placed into the Agency's "Medical certification" subsystem via the e-system if the Central Military Medical Commission approves of the conscript's opinion.
• The conscript receives an electronic turn for the visual assessment based on the submission.
• On a rotational basis, the Agency's physicians perform ocular examinations on conscripts.
• The conscript receives electronic notification of the examination decision, which is entered into the electronic system.
