The social and economic policy of President Ilham Aliyev, which raised the successful Azerbaijan to the peak of victory and ensured the dynamic progress of our country in all fields, is based on ensuring the welfare of citizens and strengthening the social protection of the population. Mehriban Aliyeva First Vice-President, President of Heydar Aliyev Foundation development of science, education, culture, healthcare and sports, preservation and promotion of our national and cultural values, etc. as in other directions, the development of the social protection system, the establishment of state social services in a modern, flexible, transparent manner, in line with citizen satisfaction, and the protection of vulnerable groups of the population with attention and care are also important services.
DOST concept is one of his initiatives and one of the important achievements of social reforms carried out in Azerbaijan in recent years. This concept, which makes it possible to present 160 social services in 15 directions from a "one-stop shop", modern and flexible, transparent, according to citizen's satisfaction, is recognized as a new brand of our country. The DOST concept was recognized by the UN as "Innovative public service solutions" and awarded with more than 30 international awards and certificates in the past period, and the DOST centers were evaluated as one of the 3 advanced reforms of Azerbaijan in the "EU Business Environment Report 2021". The number of countries showing interest in learning and applying DOST experience is also expanding. Already 7 DOST Centers, "Smart DOST" service point in Agalı village of Zangila, a branch of Karabakh Regional DOST Center in Shusha have been opened, DOST services have been provided to more than 2.8 million citizens, and currently the expansion of DOST infrastructure throughout the country is ongoing.
The DOST Inclusive Development and Creativity Center established in the South Caucasus at the initiative of Mehriban Aliyeva, the First Vice President, is the first and the largest inclusive creativity and development space that includes sufficiently comprehensive areas of activity. In this Center, which was opened in October 2021 with the participation of President Ilham Aliyev, First Lady Mehriban Aliyeva and their daughter Leyla Aliyeva, continuous work is being done to increase the opportunities for integration into society and to develop the creative potential of people with disabilities, members of martyrs' families and other vulnerable groups.
The provision of housing for graduates of state children's institutions deprived of parental care is a clear manifestation of the social policy of our state, which serves the welfare of every citizen. In recent years, important steps have been taken in this direction at the initiative of First Vice-President Mehriban Aliyeva: as one of the Heydar Aliyev Foundation's projects of important social importance, three multi-apartment residential buildings were built in Absheron district and given to the graduates of state children's institutions without parental care. 365 graduates have been provided with apartments in those residential buildings, which operate as the "Graduate House" of the Social Services Agency under the Ministry of Labor and Social Protection of the Population. As a continuation of this noble event, graduates of state children's institutions were given apartments in newly built residential complexes, and hundreds of people from that category were also provided with apartments.
Another manifestation of First Vice-President Mehriban Aliyeva's special attention and concern for vulnerable groups is the provision of high-tech products of Germany, Iceland, and England companies known as modern prosthetic manufacturers in a short period of time to our servicemen who were injured in the battles of April 2016. The works carried out in this direction within the framework of the fund's project represent great support for the rehabilitation of our heroic soldiers. After the 44-day Patriotic War, which ended with our historic Victory, 481 people have already been provided with 587 pieces of high-tech modern prostheses as part of the large-scale social support package for the families of martyrs and war participants. At the same time, with the initiative and support of the First Vice-President Mehriban Aliyeva, the Children's Rehabilitation Center in Baku, regional information centers for people with limited physical abilities in Nakhchivan, Ganja and Yevlakh, social service institutions for children with disabilities, exemplary living and rehabilitation conditions that meet the most modern requirements was created.
In particular, the Heydar Aliyev Foundation regularly organizes noble events in social service institutions where vulnerable groups and the elderly live, with the aim of supporting those people. During the pandemic, continuous work was carried out by the Foundation to protect the people and the elderly in those institutions from COVID-19 infection. The "Social Bonds" project of the "Regional Development" Public Union of the Foundation also provided important support for the expansion of the self-employment program. Under the project, intensive orchards, vegetable and horticulture farms were created for hundreds of low-income families.
The great work done by Mehriban Aliyeva, the First Vice-President, President of the Heydar Aliyev Foundation, for the projects, initiatives, which embody high humanism, mercy, compassion and kindness, and for covering vulnerable groups of the population with attention and care, serve the social development of our country in general and are always appreciated by the public.
