When the Great Leader Heydar Aliyev led Azerbaijan in 1969-82, thanks to his tireless activity, unparalleled initiative and inexhaustible energy and determination, Azerbaijan made great progress in a short time and turned from a backward agrarian country into the most advanced industrial country of the former USSR. Azerbaijan demonstrated growth rates unprecedented in its history in all areas of the national economy, and was placed in the forefront of the former Soviet Union in terms of its main macroeconomic and social indicators during that period. Also, it was ensured that thousands of young Azerbaijanis received higher education in more than 170 of the most prestigious universities of the big cities of the former union, the network of secondary and higher education schools was repeatedly expanded, new higher education institutions were opened, and an army of highly qualified specialists was created in the republic. In particular, the military school named after Jamshid Nakhchivanski, established in Azerbaijan at that time, created conditions for the formation of the professional military personnel potential of our country and the national officer corps. In the 44-day Patriotic War, which we ended with a great victory in 2020, the students of that military school showed great bravery and wrote a glorious history of heroism.
The Great Leader Heydar Aliyev, who returned to the leadership of Azerbaijan at the call of the people in June 1993, saved our country from the threat of loss of state independence, civil strife, deep political, economic and social crisis and prevented social decline. National leader Heydar Aliyev established the independent state of Azerbaijan and put it on the path of long-term development, ensuring its perpetuity and irreversibility. The Great Leader formed the foundations of our country's economic development, social state model, national-ideological unity, and at the same time, he built a mighty army that created a glorious annals of Victory.
"Applying the principles of the market economy, giving a wide path to the free economy and considering it as the main path, we should direct all of this to the improvement of the welfare and social condition of all sections of the population", as a result of the special care of the National Leader Heydar Aliyev, the processes of establishing and developing the national social protection system have been started. As a result of his important decisions, the scope of social protection measures and social payments has been significantly expanded. During 1995-2003, the average monthly amount of pensions and allowances in the country increased 8 times, the average monthly salary increased more than 6 times, the Labor Code was adopted, national legislation in the field of employment was formed, families of martyrs and those with war-related disabilities were provided with apartments and private houses, war in connection with the provision of cars and other important social programs for people with disabilities.
The masterpiece of Great Leader Heydar Aliyev - modern independent Azerbaijan under the leadership of President Ilham Aliyev is constantly moving confidently towards great successes, victories and peaks. In the post-war period, they were given 4,660 apartments and private houses, 160 this year, and 13,460 apartments and private houses in the last period. Also, in the post-war period, 324 passenger cars were provided to people with war-related disabilities, and more than 7,500 in the previous period.
As one of the achievements of President Ilham Aliyev's successful social reform program, DOST Agency and 6 DOST centers were opened in May 2019. The concept of DOST, initiated by First Vice-President Mehriban Aliyeva, ensures the provision of 154 services in social fields from a "one-stop shop" on an operative, transparent, modern and innovative basis. Citizen satisfaction with these services is over 98.5 percent. Currently, work is underway to open DOST centers in Nakhchivan, Barda, Guba, Sabirabad, Sumgait, Ganja, Masalli, Shusha.
As one of the crucial social successes, modern rehabilitation and social service infrastructure has been established in our country in recent years, and the annual number of people provided with rehabilitation services has increased many times. On the initiative of the First Vice-President Mehriban Aliyeva, in October 2021, the largest inclusive creativity and development space in the South Caucasus for the first time in the South Caucasus - DOST Inclusive Development, which supports the development of the creative potential of socially vulnerable groups and The Creativity Center has been opened.
At the same time, crucial achievements have been made in recent years in the field of wide application of e-technologies in the field of state social services. More than 140 of the 153 services of the Ministry of Labor and Social Protection of the Population have already been digitized, and currently the level of digitization in the ministry is higher than 90 percent. Since the beginning of 2019, mechanisms for proactive determination of social payments through the electronic system have been launched. The social reforms of recent years are also highly valued at the international level. As visible manifestations of this, the institutions of the Ministry of Labor and Social Protection of the Population won 34 international awards in 2022 and in the previous period of this year.
The successful social development strategy founded by the Great Leader Heydar Aliyev and continued by President Ilham Aliyev at a high level, with special attention and care to the social sphere, ensures the achievement of new social successes in our country in the coming period.
