The Ministry of Labor and Social Protection of the Population arranged a media tour at the Medical Evaluation Center of the Medical-Social Expertise and Rehabilitation Agency so that media representatives could learn about the procedures involved in the final medical checkup of citizens called up for regular military service.
The journalists learned about the circumstances established in the Center furnished with cutting-edge medical technology.
According to reports, a final medical checkup is performed for conscripts from four categories (i.e., exceptional suitability for actual military service - category "B"; deferment of conscription by being considered temporarily unfit for actual military service owing to health conditions - category "X"; actual fitness during peacetime); unfitness for military service - category "C"; and unfitness for military service both in peacetime and during wartime - category "D").
The Medical Assessment Commission makes one of the following decisions based on the final medical checkup results:
• the cause of unfitness is confirmed in the same category;
• the cause of unfitness is confirmed in a different category;
• the cause of unfitness is not confirmed in any category.
A digital infrastructure has also been built to guarantee flexibility, openness, and objectivity in the final medical assessment procedure.
The State Service for Mobilization and Conscription, the Union for the Management of Medical Territorial Units, the State Agency for Compulsory Medical Insurance, the Ministry of Health, and other pertinent institutions were able to integrate their information bases and provide electronic information exchange through the preparation of the "Medical Certification" subsystem of the Ministry.
Through that subsystem, checkup -related data is received and gathered from the pertinent institutions, and the final exam results are codified and entered into this subsystem. The "Medical certification" component and the "Citizen admission" subsystem were automatically integrated.
As a reminder, the final medical checkup procedure is as follows:
• If the opinion on the conscript is approved by the Central Military-Medical Commission, a referral (Form 44) is entered into the "Medical certification" subsystem of the Agency via the e-system for the final medical checkup of the conscript.
• Based on the submission, an electronic turn is assigned to the conscript for the visual checkup.
• Conscripts are visually examined by the Agency's doctors on a rotating basis. Functional diagnostic, instrumental and laboratory checkup are also conducted in the center.
• The decision on the checkup is entered into the electronic system and the summoner is informed about the decision electronically.
