The innovations of the "Labor and Employment" subsystem (LES) were presented during a meeting with entrepreneurs organized jointly by the Confederation of Entrepreneurs of Azerbaijan and the Ministry of Labor and Social Protection of the Population on the subject of "Regulation of labor and employment relations, presentation of the "DOST Inspector" project."
The Azerbaijan Confederation of Entrepreneurs' president, Mammad Musayev, stated during the ceremony that more people are applying every day to conduct business in our areas that have been released from occupation. He emphasized businessmen to seize the chances presented by the new e-platform developed within the framework of the public-private interaction, underscoring the unique role played by the private sector in creating jobs for the populace returning to their homes under the Great Return Program.
The recent labor and employment reforms, as well as the active collaboration with the National Confederation of Entrepreneurs (Employers) Organizations of the Republic of Azerbaijan as a social partner in the reform process, were acknowledged by Anar Aliyev, the Deputy Minister of Labor and Social Protection of the Population. He drew attention to the steps taken in the direction of expansion of active employment programs, the work done in the field of ensuring the employment of residents relocated to our territories freed from occupation, and the importance of social partnership with private sector employers in these areas. A. Aliyev noted the successes achieved in the direction of electronicization of labor relations and employment services. He highlighted the importance of the new "DOST Inspector" project for employers, that LES enables the transfer of all relations in the field of labor to the e-platform.
Vali Guliyev, the head of the State Labor Inspection Service under the Ministry, called attention to the actions taken to prevent informal employment, enforce state control over compliance with labor laws, and violate workers' rights. He mentioned the continuous efforts made by the Service to provide employers and workers in our liberated territories with information on labor laws and labor protection.
He said that the Service conducts monthly monitoring of the "Entry Information System to the Karabakh and Eastern Zangezur Economic Regions" and takes appropriate measures. LES is constantly being improved for the correct application of labor legislation by employers, timely prevention of a number of risks and potential violations. Employers are regularly trained online and offline about the innovations implemented in LES, as well as the suggestions of employers regarding the improvement of LES are promptly taken into account and kept in mind.
Sadiq Aliyev, the Chairman of the Board of the State Employment Agency under the Ministry, provided information on the initiatives put in place to increase the number of job possibilities available to the general public. He reported that since 2018, 30,000 people had participated in vocational training, and 570,000 people had been given suitable positions. This year, just six months into it, 8.5 thousand persons had received vocational training. S. Aliyev, taking note of the employment initiatives put in place in our liberated territories, stated that 2,500 of the people who returned to those places have already been given jobs, and efforts are underway to guarantee jobs for an additional 790 individuals.
The significance of the "DOST Inspector" project was explained to the attendees by Elnur Safarli, the Chairman of the Board of the Ministry-subordinated National Observatory on Labor Market and Social Protection Issues. According to him, the project's framework includes a detailed evaluation of the present condition of labor relations and human resources in businesses, as well as the organization of training and consultations in pertinent fields. The project's goal is to assist companies in implementing labor laws correctly and creating legally-mandated labor relations in the workplace. The initiative also assists businesses in determining how well the labor laws are being applied and in setting up labor protection in compliance with standards.
