Disability assessment is carried out electronically, without expert-citizen communication, based on the principles of complete objectivity and citizen satisfaction, in accordance with the "Disability Assessment Rule" approved by the Decision No. 11 of the Cabinet of Ministers of the Republic of Azerbaijan dated January 16, 2020.
The main document for disability assessment is a referral from a state medical institution (Form 88).
Disability is determined on the basis of the "Criteria for determining disability" approved by the Decision of the Cabinet of Ministers of the Republic of Azerbaijan No. 187 dated May 13, 2022.
To draw up a referral, a citizen shall apply to the medical institution (polyclinic or hospital) at the place of residence.
The medical institution draws up a referral (Form 88) for that person. This referral is transferred to the "Disability" subsystem of the centralized electronic information system of the Ministry. After the referral is received by the subsystem, all information that allows to identify the referring physician’s advisory committee, the officials who approved the referral, and the person to be assessed directly or indirectly for disability is encrypted and anonymized by the subsystem.
Anonymized referrals are immediately sent to the Medical and Social Expert Commission (TSEK) through the subsystem for disability assessment.
Disability is assessed only on the basis of the information mentioned in the referral.
The date of determination of disability is calculated from the date of adoption of TSEK's decision.
A person is considered to have a disability from the date of adoption of the decision until the 1st of the month following the date of the next disability assessment.
