The privileged persons entitled to a house:
- Persons whose disabilities were determined in connection with the protection of the territorial integrity, independence, and constitutional structure of the Republic of Azerbaijan and families of martyrs who were recorded as needing a house in the local executive authorities until January 1, 2023;
- Regardless of the date of registration, persons diagnosed with a disability in connection with the cancellation of the accident at the Chernobyl NPP (including the performance of military service duties (official duties));
- Individuals whose disabilities were determined in connection with the protection of the territorial integrity, independence, and constitutional structure of the Republic of Azerbaijan during the military operations conducted in 2020 and families of martyrs who were recorded as needing a house in the local executive authorities;
- Persons named "Hero of the Patriotic War" of the Republic of Azerbaijan, as well as family members of those named after their death;
- Persons with visual disabilities registered until August 16, 2021 and graduates of social service institutions and educational institutions for children who have lost their parents and are deprived of parental care,
