Annual treatment benefit for victims of radiation accidents

Persons entitled to the allowance

Citizens of the Republic of Azerbaijan, stateless persons and foreigners permanently residing in the territory of the Republic of Azerbaijan, unless otherwise provided for by international treaties to which the Republic of Azerbaijan is a party.

In what cases is the allowance granted?

Upon submission of a decision adopted in accordance with Article 3.1 of the Law of the Republic of Azerbaijan “On the Rights of Persons with Disabilities”, confirming that a person’s disability has been established as a result of a radiation accident and that the health impairment of children under 18 years of age of persons affected by the Chernobyl Nuclear Power Plant accident are related to the accident, the allowance is granted for the duration of the disability, starting from the first day of the month following the month in which the person applies for annual treatment, and is paid once a year.

300 manats

Application procedure

Once a person becomes entitled to the allowance, they may apply for it to the structural unit of the State Social Protection Fund at their place of residence, a DOST Centre, or the “Unified coordination centres for applications from family members of martyrs, military personnel injured in connection with the war, and persons with disabilities”.

List of required documents

A copy of the person’s identity document; an opinion of the Interdepartmental Expert Council of the Ministry of Health of the Republic of Azerbaijan confirming that the disability of persons involved in the elimination of the consequences of the radiation accident, as well as their children born after the accident, is related to the accident.

Application processing period

An application for the appointment of the allowance is considered and an appropriate decision is made no later than 10 (ten) days from the date of its registration. If a decision is made to refuse the appointment of the allowance, the applicant is officially informed within 5 (five) days, stating the reasons for the refusal. The applicant has the right to appeal this decision administratively to the higher competent authority (official) and to the court.

Payment of the allowance for a previous period

Social allowances are paid, where there is an entitlement to receive them, for a period of no more than three years preceding the date of application.
