According to Article 3.1 of the “Conditions and Procedure for Providing Persons with Disabilities with Rehabilitation Aids”, approved by Resolution No. 501 of the Cabinet of Ministers of the Republic of Azerbaijan dated December 18, 2020, the following privileged persons are provided with passenger cars by the Ministry of Labour and Social Protection of Population:
- Persons with an established disability in connection with the defence of the territorial integrity, independence and constitutional order of the Republic of Azerbaijan;
- Persons with an established disability in connection with the events of January 20, 1990;
- Persons with an established disability in connection with the performance of military service duties (service duties);
- Persons with an established disability in connection with the elimination of the consequences of the accident at the Chernobyl Nuclear Power Plant (including the performance of military service duties (service duties)).
The above-mentioned privileged persons are placed on the waiting list for a passenger car at the Social Services Agency based on the relevant opinion of the State Agency for Medical Insurance and Expertise under the Ministry regarding the allocation of a passenger car and are provided with cars in accordance with the order of the waiting list.
A person may obtain information about their position on the waiting list by accessing their personal account on the Ministry’s “e-social” internet portal.
If the right arises, until the person is provided with a passenger car, the Social Services Agency provides them with monetary compensation twice a year as transportation expenses in an amount equal to 20 percent of the minimum amount of the labour pension.
Persons with an established disability in connection with the defence of the territorial integrity, independence and constitutional order of the Republic of Azerbaijan are provided with passenger cars out of turn.
