Persons who became disabled as a result of participating in battles for the sovereignty and territorial integrity of the Republic of Azerbaijan, while serving at the front or fulfilling international duties in countries where military operations were being conducted, as well as while performing military service duties (official duties).
Certificate of Illness – issued by military medical commissions and confirming that the illness, injury or trauma is related to the defence of territorial integrity or the performance of military service duties (official duties);
Referral (Form 88) – based on the Certificate of Illness, a referral related to the war is issued electronically, containing information about the person’s health condition, treatment, medical examinations and other medical information.
For pensions and allowances – they arise from the date the degree of disability is determined;
For the President of the Republic of Azerbaijan’s pension – they arise from the date the cause of disability is established.
One-time insurance payment – military personnel who have been determined to have a disability related to the war are provided with an insurance payment according to the degree of disability (8,800 manats for Grade I, 6,600 manats for Grade II, and 4,400 manats for Grade III). (Provided by the Ministry of Labour and Social Protection of the Population since 1 January 2022);
Procedure: To receive the insurance payment, a person whose disability has been determined must submit a certificate from the Medical and Social Expert Commission confirming the degree of disability and a copy of their identity card to the relevant authority. Within 10 working days after the documents are submitted, the insurance payment in the amount established by law is transferred to the person’s bank account.
Pension of the President of the Republic of Azerbaijan (monthly) – persons with disabilities related to the war are paid the President of the Republic of Azerbaijan’s pension (600 manats, 500 manats and 400 manats according to the degree of disability; additionally, 120 manats is paid to persons caring for individuals whose impairment of body functions is determined at 81–100 percent) (by the Ministry of Labour and Social Protection of the Population);
The payment is assigned electronically.
Disability pension (monthly) – persons whose impairment of body functions is determined at 81–100 percent are paid a disability pension in all cases, while persons whose impairment of body functions is determined at 31–80 percent are paid a disability pension when they acquire the relevant entitlement based on their insurance record (by the Ministry of Labour and Social Protection of the Population);
The payment is assigned electronically.
Disability allowance (monthly) – if persons whose disability has been determined do not have the right to a pension, an allowance of 300 manats is paid to persons whose impairment of body functions is determined at 81–100 percent, 250 manats to persons whose impairment of body functions is determined at 61–80 percent, and 180 manats to persons whose impairment of body functions is determined at 31–60 percent (by the Ministry of Labour and Social Protection of the Population);
The payment is assigned electronically.
Housing provision – persons with disabilities related to the defence of the territorial integrity of the Republic of Azerbaijan who were registered with local executive authorities as persons in need of housing by 1 January 2023 are provided with an apartment or individual house by the Ministry of Labour and Social Protection of the Population;
Procedure: Persons belonging to this category apply to the district (city) Executive Authority. Waiting lists are submitted by the district (city) Executive Authorities to the Ministry of Labour and Social Protection of the Population. In accordance with these lists, the Ministry of Labour and Social Protection of the Population provides them with apartments or individual houses on a waiting-list basis.
Retention of registration for housing provision: If a person with a disability who has been registered as a person in need of housing dies, such registration is retained for their family members in accordance with the procedure established by the “Rules for retaining the registration of a person with a disability registered as a person in need of housing in the event of their death for their family members”, approved by Resolution No. 322 of the Cabinet of Ministers of the Republic of Azerbaijan dated 24 July 2019.
Procedure: For the purpose of retaining the registration of the person with a disability, taking into account the succession of heirs in accordance with Article 1159 of the Civil Code of the Republic of Azerbaijan, one of the adult family members, based on the joint consent of the family members, applies within 3 (three) months from the date of death of the person with a disability to the authority carrying out the registration or to the “Unified Coordination Centres for Appeals of Members of Families of Martyrs, Military Personnel Wounded in Connection with the War and Persons with Disabilities”. Together with the application, copies of documents confirming the identity of the representative and other family members, a representation application (Annex No. 2) (certified by a notary on the basis of a certificate issued by the representative offices of the administrative territorial district and territorial district under the head of the district (city) Executive Authority at the place of residence or by the “ASAN service” Centre regarding persons registered at the place of residence), and a copy of the death certificate of the person with a disability are submitted to the authority carrying out the registration or to the Centre.
Provision with an automobile – persons with war-related disabilities are provided with vehicles free of charge by the Ministry of Labour and Social Protection of the Population on a waiting-list basis.
Procedure: These persons apply to the healthcare institution where they are registered, after which the healthcare institution submits the referral electronically to the Ministry of Labour and Social Protection of the Population.
Provision with a passenger vehicle is carried out if there is a medical indication.
Sanatorium-resort treatment – non-working persons with disabilities are provided with sanatorium-resort vouchers at the expense of funds allocated for this purpose in the state budget by the local bodies of the Social Services Agency under the Ministry, or by the “DOST” Centres of the Sustainable and Operational Social Security Agency; persons with disabilities working in state bodies (institutions), as well as in administrations, enterprises and organisations regardless of their ownership and organisational-legal form, are provided with sanatorium-resort vouchers at the expense of the State Social Protection Fund under the Ministry; and persons with disabilities resulting from occupational accidents and occupational diseases are provided with sanatorium-resort vouchers by their employer at the expense of the liable employer.
Procedure: After an indication regarding the provision of a sanatorium-resort voucher is established in the Individual Rehabilitation Programme, the person with a disability is placed on the waiting list within 1 (one) working day. A brief notification about this is sent within 2 (two) days to one of the contact details of the person with a disability, or, in the case of children with disabilities, their legal representatives. Detailed information is also reflected in their personal account on the Ministry’s “e-social” internet portal.
Provision with rehabilitation aids – persons with disabilities are provided by the Ministry of Labour and Social Protection of the Population with rehabilitation aids, including wheelchairs, prosthetic and orthopaedic devices, and high-tech prostheses;
Procedure: By applying to the Ministry of Labour and Social Protection of the Population.
Rehabilitation services – they undergo regular rehabilitation courses at rehabilitation centres (at the rehabilitation institutions of the Ministry of Labour and Social Protection of the Population);
Procedure: By applying to the Ministry of Labour and Social Protection of the Population.
Psychological support - war veterans with disabilities are provided with psychological support during the post-war period through psychological methods such as individual and group consultations and family therapy after initial diagnosis (by the Ministry of Labour and Social Protection of the Population);
Procedure: Based on the application of persons with war-related disabilities.
Education – children of citizens whose disability has been established in connection with the defence of the territorial integrity, independence and constitutional order of the Republic of Azerbaijan, as well as children of citizens who died for the freedom, sovereignty and territorial integrity of the Republic of Azerbaijan, went missing in connection with military operations or were declared dead by a court, studying at state, municipal and private higher and secondary specialised educational institutions, as well as persons themselves with disabilities established due to 61-100 percent impairment of body functions and persons whose disability was established before the age of 18, studying at state, municipal and private higher and secondary specialised educational institutions, are exempt from tuition fees for the period during which they receive education on a paid basis (excluding additional education) at educational institutions of the Republic of Azerbaijan, with the tuition fees covered by the state budget (by the Ministry of Science and Education).
Organisation of self-employment: War veterans with disabilities are ensured priority, out-of-turn involvement in the self-employment programme as soon as possible, and within the framework of the programme, they are provided with assets in the form of goods and materials to establish small family farms and enterprises;
Procedure: To receive this support, the person must meet the unemployment criteria (must not have an active employment contract, a TIN, own a land share, or be a full-time student). The person must apply online to the “Employment Relations and Employment Subsystem” (ƏMAS), local territorial employment centres or DOST centres.
Paid public works: War veterans with disabilities are ensured priority, out-of-turn involvement in paid public works as soon as possible;
Procedure: To receive this support, the person must meet the unemployment criteria (must not have an active employment contract, a TIN, own a land share, or be a full-time student). The person must apply online to the “Employment Relations and Employment Subsystem” (ƏMAS), local territorial employment centres or DOST centres.
Co-financing of wages at social jobs: War veterans with disabilities are ensured priority, out-of-turn involvement in the co-financing programme for wages at social jobs as soon as possible;
Procedure: To receive this support, the person must meet the unemployment criteria (must not have an active employment contract, a TIN, own a land share, or be a full-time student). The person must apply online to the “Employment Relations and Employment Subsystem” (ƏMAS), local territorial employment centres or DOST centres.
Employment in quota-based jobs: War veterans with disabilities are ensured priority, out-of-turn placement in these jobs as soon as possible;
Procedure: To receive this support, the person must meet the unemployment criteria (must not have an active employment contract, a TIN, own a land share, or be a full-time student). The person must apply online to the “Employment Relations and Employment Subsystem” (ƏMAS), local territorial employment centres or DOST centres.
Creation of jobs in addition to the quota: War veterans with disabilities are employed in jobs at enterprises, with up to 100% of their wages being financed;
Procedure: To receive this support, the person must meet the unemployment criteria (must not have an active employment contract, a TIN, own a land share, or be a full-time student). The person must apply online to the “Employment Relations and Employment Subsystem” (ƏMAS), local territorial employment centres or DOST centres.
Creation of social enterprises and additional jobs, implementation of targeted programmes: Special projects covering vulnerable groups, including war veterans with disabilities, are implemented;
Procedure: To receive this support, the person must meet the unemployment criteria (must not have an active employment contract, a TIN, own a land share, or be a full-time student). The person must apply online to the “Employment Relations and Employment Subsystem” (ƏMAS), local territorial employment centres or DOST centres.
Additional - A number of benefits are also provided for war veterans with disabilities under tax, labour legislation and other areas.
