One-time payment to families of martyrs

Information on the one-time payment provided to family members of martyred military personnel and employees of internal affairs bodies

 

In accordance with the Decree No. 1 of the President of the Republic of Azerbaijan dated April 19, 2018, “On additional measures to improve the social protection of family members of military personnel and employees of internal affairs bodies who were killed, died or declared dead due to being missing in connection with military operations for the territorial integrity of the Republic of Azerbaijan”, a one-time payment is provided to the heirs of military personnel and employees of internal affairs bodies who were killed, died or declared dead due to being missing in connection with military operations for the territorial integrity of the Republic of Azerbaijan before August 2, 1997.

The one-time payment is set at 11,000 (eleven thousand) manats.

The one-time payment is provided to the heirs of military personnel and employees of internal affairs bodies who died while performing active military service (training), or were declared dead due to being missing, and in respect of whom there is no legally effective court act concerning the payment of insurance compensation, as well as to those who have not received an insurance payment in the amount of 11,000 manats (taking into account mandatory payments established by legislation).

Procedure for families of martyrs to apply for the one-time payment

Family members of martyred military personnel and employees of internal affairs bodies can check whether they are entitled to receive the one-time payment by entering the surname, first name and patronymic of the military personnel in the “ONE-TIME PAYMENT” section of the Ministry's website.

If the search result displays the sentence “The heir(s) of the martyred military personnel or employee of the internal affairs body, determined in accordance with the Civil Code of the Republic of Azerbaijan, has/have the right to receive the one-time payment”, the relevant heir applies to a notary office at the last place of residence of the deceased military personnel or, if this is unknown, at the place where the inheritance is located.

The heir of the martyred military personnel or employee of the internal affairs body must submit the following documents to the notary office:

·         death certificate of the military personnel;

·         if the person was declared dead due to being missing in connection with military operations, the relevant court decision;

·         an application addressed to the Ministry of Labour and Social Protection of the Population regarding the payment of the one-time payment. The application form is obtained from the notary office;

·         a certificate containing the bank account number. If the heir does not have a bank account, they open an account in their own name at any bank and obtain a certificate containing the bank account number.

Additional documents may also be requested by the notary office to determine the inheritance. For example: birth, marriage and death certificates, etc.
