General information

What is the rehabilitation of persons with disabilities?

The complete or partial restoration of the independence and physical, mental, daily living, social, vocational, and occupational capacities of persons with disabilities through a system of medical, psychological, pedagogical, sports, socio-economic, and other measures aimed at eliminating or compensating for disability.

How is the rehabilitation programme for persons with disabilities prepared?

An Individual Rehabilitation Programme is developed for persons with disabilities with the aim of providing medical, vocational and occupational, psychological and educational rehabilitation and developing social skills.

How is the Individual Rehabilitation Programme prepared and approved?

  • The Individual Rehabilitation Programme is prepared for the period for which the disability is established, and where the disability is established indefinitely, for a period of 5 (five) years.
  • The Individual Rehabilitation Programme is prepared by the TSEK (Medical and Social Expert Commissions) within 2 working days with the participation of the person with a disability and/or his/her legal representative. The prepared programme is entered into the Ministry's Centralized Electronic Information System within 1 working day.
  • In order to assess the effectiveness of the measures specified in the Individual Rehabilitation Programme and determine the need for any additional measures or amendments, the relevant measures shall be reviewed by TSEK (Medical and Social Expert Commissions) once a year for persons with disabilities and once every six months for children with disabilities.
  • The prepared Individual Rehabilitation Programme is displayed in a special section of the personal account of the person with a disability on the Ministry's “e-social” internet portal. The personal account contains information on the personal data of the person with a disability, the percentage of impairment of body functions, the cause, duration, date of approval of the programme, rehabilitation measures to be carried out under the programme, their start and end dates, as well as information on their implementation status.

  • teaching social communication and learning skills;
  • organization of training for parents on teaching self-care skills to children with disabilities;
  • speech therapy correction;
  • provision of surdopedagogical assistance;
  • psychodiagnostic assessment;
  • psychocorrection;
  • psychological training;
  • individual and group sessions;
  • other measures.

What are the measures for developing social skills?

What are the contraindications to the admission of persons with disabilities to a rehabilitation facility?

  • acute and subacute stages of exacerbation of a disease requiring specialized inpatient treatment;
  • mental illnesses prone to frequent exacerbations and decompensation and recurrence requiring inpatient treatment;
  • malignant tumours in the active phase;
  • cachexia of various origins;
  • extensive trophic ulcers and bedsores;
  • purulent-necrotic diseases;
  • infectious and sexually transmitted diseases.

How are persons with disabilities provided with medicines?

  • Medicines are provided through pharmacies established within state healthcare and preventive treatment institutions.
  • Medicines are dispensed to persons with disabilities on the basis of the prescribed form for a “Free Prescription for Medicines.”
  • Persons with disabilities or their legal representatives are provided with a prescription on the day they apply to a medical institution with an identity document.
  • Only one medicinal product is prescribed on one prescription.

How are persons with disabilities provided with sanatorium-resort treatment?

  • Where provided for in the Individual Rehabilitation Programme prepared by the TSEK (Medical and Social Expert Commissions), persons with disabilities are provided free of charge with a sanatorium-resort voucher (referral) for treatment within the country by the Social Services Agency and the Agency for Sustainable and Operational Social Provision under the Ministry.
  • Sanatorium-resort vouchers (referrals) are provided in accordance with the waiting order, no more than once a year.
  • After an indication regarding the provision of a sanatorium-resort voucher (referral) is established in the Individual Rehabilitation Programme, the person with a disability is placed on the waiting list within 1 working day.
  • A brief notification is sent within 2 days to one of the contact details of the person with a disability placed on the waiting list, and in the case of children with disabilities, to one of the contact details of their legal representatives; detailed information is also displayed in his/her personal account on the Ministry's “e-social” internet portal.
  • Persons with disabilities are provided with a sanatorium-resort voucher (referral) no later than 7 days before the date of admission to the sanatorium-resort facility.
  • If a person with a Grade I disability (related to an impairment of body functions of 81–100%) or a child with a disability requires an accompanying person, a relevant note is made in the medical rehabilitation section of the Individual Rehabilitation Programme. Persons accompanying persons with Grade I disabilities (related to an impairment of body functions of 81–100%) or children with disabilities are provided with a sanatorium-resort voucher (referral) by the organization that provides the respective persons with disabilities or children with disabilities with their sanatorium-resort vouchers (referrals).
