The international forum “SOCGOV 2026” will serve as an important platform for developing social services based on digital analytics, implementing smart governance models and exchanging advanced international experience in this field.
This was stated by Farid Mammadov, Chairman of the Board of the DOST Agency under the Ministry of Labour and Social Protection of Population, at a press conference held at the Agency on the international forum “SOCGOV 2026”, which will take place in Khankendi on October 23.
It was noted that the forum, dedicated to the theme “Digital Analytics for Smart Governance”, will bring together local and international experts. The event aims to assess the prospects for applying artificial intelligence and digital analytics in social services and identify innovative solutions to establish more accessible, flexible and transparent models of interaction between the state and citizens. The forum, which is included in the official calendar of prominent organisations such as the International Social Security Association (ISSA), is expected to bring together representatives from more than 10 countries.
It was emphasized that the choice of Khankendi as the venue carries symbolic significance and is important for showcasing the new life being built in the liberated territories and the smart city concept.
Farid Mammadov stated that TEDx-style debates and discussions in thematic working groups would be organised as part of the event. The discussions will focus on digital analytics, the application of artificial intelligence in social services, ethical governance and data-driven decision-making.
The forum will also feature an award ceremony for the winners of the international “AI4DOST Social Award” competition, which promotes innovative AI-based solutions in social services. The competition received submissions from startups developing AI solutions for the social sector, projects distinguished by social volunteering and civic initiatives, research making scientific contributions to the field, and social initiatives making a difference at the regional level. Individual awards will also be presented to the Young Social Innovator of the Year, the Leader of Social Transformation, and individuals making a sustained contribution to the social sector.
The press conference concluded with a question-and-answer session with media representatives.
