The use of digital tools in labour relations and employment has significantly expanded in recent years, said Minister of Labour and Social Protection of the Population Anar Aliyev at an event dedicated to Entrepreneurs’ Day.
He noted that the EMPLOYMENT (ƏMAS) platform enables the conclusion of electronic labour contracts and the organisation of a digital HR system. Currently, 97% of active labour contracts are concluded electronically.
He also highlighted that 112 thousand people have been covered by the self-employment programme, and more than 59 thousand individuals have undergone vocational training in 175 professions in recent years.
Since 2020, the wage co-financing programme has been implemented to support employment and entrepreneurship, establishing cooperation with 1,585 enterprises and ensuring employment for more than 5,000 individuals, with part of their salaries covered by the state.
The Occupational Safety Centre, established in 2023, conducts workplace assessments and awareness activities. The “DOST Inspector” project carries out diagnostic evaluations of employers regarding occupational safety and HR management, identifying gaps and providing recommendations.
The Tripartite Commission on Social and Economic Issues serves as an important social dialogue platform, involving employers, employees, and government representatives in labour policy development.
The Minister also noted that more than 500 amendments have been made to over 150 articles of the Labour Code in line with international standards, and further legislative improvements are being prepared, covering equal pay principles, hourly wage models, digital wage payments via EMPLOYMENT system, anti-discrimination measures, improved leave regulations, strengthened occupational safety, and stricter penalties for child labour violations.
