During the Skills Summit on “Unlocking Intergenerational Talent” held in Istanbul, Türkiye, the Azerbaijani delegation led by the Minister of Labour and Social Protection of the Population, Anar Aliyev, held a series of bilateral meetings.
At a meeting with Wang Xiaoping, Minister of Human Resources and Social Security of the People’s Republic of China, it was emphasised that the comprehensive strategic partnership between Azerbaijan and China creates favourable conditions for the development of cooperation in labour and social protection. Information was provided on active labour market programmes implemented in Azerbaijan and the digitalisation of labour market governance in recent years. Opportunities for establishing a legal framework for cooperation between the two ministries, implementing joint pilot projects, and collaboration in technical personnel training were discussed.
At the meeting with Leka Meseč, Deputy Prime Minister and Minister of Labour, Family, Social Affairs and Equal Opportunities of the Republic of Slovenia, the development of bilateral relations was highlighted. It was noted that the protocol of the Azerbaijan–Slovenia Joint Working Group on Economic Cooperation, signed in Baku last year, also includes provisions for cooperation in labour and social protection. Issues such as further collaboration and potential access of Azerbaijani labour force to the Slovenian labour market, given Slovenia’s role as a labour-importing country, were discussed.
At a meeting with Vedat Işıkhan, Minister of Labour and Social Security of the Republic of Türkiye, Anar Aliyev emphasised that relations between Azerbaijan and Türkiye are based on brotherhood and strategic alliance. The high-level cooperation between the two ministries was also highlighted. The importance of the first meeting of labour, employment, and social protection ministers of the Organisation of Turkic States held in Baku last year, as well as the 12th meeting of the Joint Permanent Commission held in Ankara, was noted. Future cooperation prospects were also discussed.
Anar Aliyev also met with Zehra Zümrüt Selçuk, Director General of the Statistical, Economic and Social Research and Training Centre for Islamic Countries (SESRIC). The importance of the cooperation agreement signed in 2023 for strengthening institutional relations and defining the legal and methodological framework of joint activities was emphasised. The 2025–2027 Action Plan was reviewed, and future cooperation in research activities was discussed.
At a meeting with Diana Johnson, Minister of Employment of the United Kingdom, information was provided on the expansion of active labour market programmes in Azerbaijan and the widespread application of digital solutions in labour and employment services. Issues such as expanding the legal framework for cooperation, developing institutional relations, exchanging experience, and exploring opportunities for the export of Azerbaijani labour force to specific sectors of the UK labour market were discussed.
