In accordance with the “Procedure for awarding state orders in the field of social services to municipalities, individuals and legal entities, including non-governmental organisations”, approved by Decision No. 330 of the Cabinet of Ministers of the Republic of Azerbaijan dated 30 December 2012, and the “Procedure for the implementation, together with the State Support Agency for Non-Governmental Organisations of the Republic of Azerbaijan, on the basis of the ‘one-stop shop’ principle, of all types of financing, including state orders and subsidies, through competitive and non-competitive methods, for non-governmental organisations by institutions that are financed from the state budget of the Republic of Azerbaijan and are authorised to provide grants to legal entities and individuals of the Republic of Azerbaijan, as well as municipalities, in accordance with their areas of activity, including the Youth Foundation of the Republic of Azerbaijan, the Small and Medium Business Development Agency of the Republic of Azerbaijan and the Social Services Agency under the Ministry of Labour and Social Protection of the Population of the Republic of Azerbaijan”, approved by Decision No. 188 of 22 June 2026, social services are organised through state orders based on various projects.
