According to Article 19.1 of the Law of the Republic of Azerbaijan “On Social Services”, home-based (mobile) social services are provided to the following persons who need social services and do not live in the same administrative territorial unit in Baku, or in the same administrative territorial district in other cities and districts, with their able-bodied relatives or legal representatives:
· Lonely elderly persons;
· Elderly couples;
· Persons with disabilities;
· Persons in the terminal (final) stage of an illness.
Home-based (mobile) social services are provided by a social worker and social service worker, depending on the nature of the service.
A single social service worker provides social household services to spouses, parents and children, and siblings living in the same residential premises.
Persons with disabilities are separately registered for the provision of rehabilitation services at home.
Home-based (mobile) social services are not provided to persons whose life activities are limited due to a socially dangerous disease.
Eligible persons may apply for home-based (mobile) social services to the local offices of the Social Services Agency under the Ministry of Labour and Social Protection of the Population of the Republic of Azerbaijan, “DOST” centres, or the unified coordination centres for applications from members of martyr families, military personnel who have suffered injuries as a result of the war, and persons whose disabilities have been established. Applications may be submitted in writing, or by calling the Ministry’s 142 Call Centre.
One of the adult members of the family, or, within the interests of the person (family), the person’s parents, other legal representative (guardian or custodian), municipalities, non-governmental organisations, as well as other persons with the consent of the person concerned, may apply to the relevant institution, centre, or unified coordination centres for the provision of social services.
· Identity card;
· Decision of the TSEK establishing the person’s disability;
· Decision confirming the absence of relatives or legal representatives who can provide care and assistance to the person;
· Medical certificate issued by medical institutions.
· Assisting a person in need of social services in obtaining medical and psychological assistance and legal advice;
· Assisting in the preparation of guardianship and custody documents, as well as in collecting the necessary documents for referring lonely elderly citizens and persons with disabilities to residential care facilities and children with disabilities to relevant special educational institutions;
· Providing rehabilitation services to persons with disabilities;
· Developing the daily living skills and abilities, gross and fine motor skills, communication and cognitive skills of children with disabilities;
· Supporting the social adaptation of children with disabilities;
· Providing parents with appropriate advice on the development of children with disabilities, including teaching them how to use necessary assistive devices and equipment;
· Assisting in the social inclusion of the family;
· Carrying out advocacy activities aimed at meeting the needs and resolving the problems of children with disabilities;
· Ensuring the effective organisation of the leisure time of persons in need of social services.
· Assisting with meal preparation, including dietary meals;
· Feeding patients who are unable to care for themselves and washing dishes;
· Assisting the person with bathing and combing their hair;
· Changing bed linen, washing and ironing bedding and clothing;
· Taking bedding and clothing to and from a laundry or dry-cleaning facility, where such facilities are available;
· Carrying out minor repairs to clothing;
· Tidying and cleaning the home;
· Purchasing necessary food, industrial and household goods;
· Organising the payment of housing and other utility expenses;
· Contacting relevant organisations to address heating, fuel and repair needs;
· Maintaining and tidying the yard;
· Calling a doctor to the home, purchasing medication from a pharmacy as prescribed by a doctor, and accompanying the person to and from medical examinations;
· Assisting with funeral arrangements when a citizen receiving social services passes away.
· When the person in need of social services begins living with able-bodied relatives or legal representatives in the same administrative territorial unit in Baku, or in the same administrative territorial district in other cities and districts;
· When lonely elderly persons or persons with disabilities are placed in state social service institutions;
· When the rehabilitation of persons with disabilities is completed;
· When the person in need of social services passes away;
· In cases provided for in the social service agreement concerning the provision of free home-based (mobile) social services within the guaranteed amount at the expense of the state budget, as well as partially paid and fully paid social services.
