Rules for Participation in the Project

Members of the families of martyrs, war veterans, persons with disabilities, internally displaced persons, recipients of targeted social assistance, women, youth, and other individuals from vulnerable groups who are registered as unemployed may participate in the “Employment Support Project.”

To participate in the project:

An individual must apply to the Regional Employment Branch (REB) or DOST Centre for registration. The REB/DOST Centre registers the person in the EMAS (Electronic Labour Relations System). A career counsellor evaluates the person’s Employment Opportunities Assessment (EOA) and prepares an Individual Employment Plan (IEP) for the applicant. If the person is deemed eligible for self-employment according to the EOA results, their name is included in the waiting list. When the applicant’s turn arrives, the State Employment Agency organises a preliminary monitoring for potential engagement in self-employment. If the results of the initial monitoring are positive, unemployed individuals who meet the project’s participation criteria are enrolled in the initial stage of business training.

After completing the 40-hour “Start and Improve Your Business” training course, project participants prepare and present their business plans. Individuals who successfully pass the evaluation are provided with equipment and tools in production and service sectors.

To ensure that the participants who receive equipment can improve and successfully manage their businesses, vocational training and mentorship visits are organised over a one-year period.

At the same time, the activities of individuals engaged in self-employment are monitored four times during the contract period. At the end of the contract, if the person’s activity corresponds to the approved business plan, the provided equipment becomes the permanent property of the beneficiary.

If a project beneficiary fails to use the provided equipment for one year without a valid reason, they must return the property or reimburse its value at the market price determined at the time of return to the account of the State Employment Agency.
