The motto of this year's World Labor Protection Day: "Healthy and safe working conditions are the major principle of labor protection and the right of the worker"
The International Labor Organization (ILO) has declared April 28 as the World Labor Protection Day since 2003. The goal is to increase public attention to the creation of safe and healthy working conditions in workplaces. For this year's World Labor Protection Day, the motto "Healthy and safe working conditions are the basic principle of labor protection and the right of the worker" was determined.
In Azerbaijan, ensuring decent work, ensuring safe and healthy working conditions in workplaces is one of the main directions of state policy. In the past period, our country ratified 58 ILO Conventions on basic labor rights (including conventions on labor protection) and one protocol, and in February of this year, the Convention on "Occupational Safety and Hygiene". Also, together with the ILO, the next and new Country Program on Decent Work in accordance with the Framework Document on Cooperation on Sustainable Development between the UN and Azerbaijan is being prepared. So, legislation based on progressive international approaches to labor protection is created and constantly improved in Azerbaijan.
Working in healthy and safe working conditions is defined as one of the basic rights of the employee in the national legislation. A separate chapter in the Labor Code of our country covers labor protection norms, guarantees for the implementation of the right to labor protection, and so on. The conditions for concluding an employment contract must comply with the requirements of labor protection norms according to the Code, and in the contract, the employer's obligation to ensure healthy and safe working conditions for the employee must be mentioned.
One of the activities of the State Labor Inspection Service under the Ministry of Labor and Social Protection of the Population is to create safe and healthy working conditions in workplaces. Work is being done at the level of social dialogue with the employers, with the participation of them and the employees, successive awareness measures are being carried out in this direction. Also, citizens' appeals are investigated objectively, when facts of violation of labor protection requirements are discovered, measures are taken to eliminate those violations, and methodical support is provided to employers in the application of labor protection norms.
The Labor Protection Center, which is being established under the State Labor Inspection Service, will provide consulting services in the field of labor rights, labor protection and safety, and will provide important support for the implementation of labor protection standards, norms and rules in enterprises. The Technical Committee on Standardization of Labor Safety, which was established in recent years, is working on the preparation of national standards that meet international requirements in the field of labor and profession.
In the field of compulsory insurance against accidents in production, the guarantee of workers' rights is also constantly monitored through the electronic system. Generally, the application of innovative solutions, modern technologies, risk-based approach models in accordance with advanced world practice, and fair and transparent control mechanisms has become one of the main priorities in the field of state control of compliance with labor legislation, including the requirements of labor protection legislation. The "Labor and Employment" subsystem, launched in 2022, is an important innovative achievement and is a single labor relations platform that ensures the transition of all operations on labor relations to the digital level, flexibility of services, and transparency.
