What is the rehabilitation of persons with disabilities?

Full or partial restoration of the independence, physical, mental, domestic, social, and vocational abilities of persons with disabilities through a system of medical, psychological, pedagogical, sports, socio-economic, and other measures aimed at eliminating or compensating for disability

How is the rehabilitation program for persons with disabilities prepared?

An Individual Rehabilitation Program is developed for the medical, vocational, psychological-pedagogical rehabilitation of persons with disabilities and for the development of their social skills.

How is the process of preparation and approval of the Individual Rehabilitation Program carried out?

  • The Individual Rehabilitation Program is prepared for the period during which the disability is determined, or for five (5) years if the disability is established as permanent.
  •    The program is prepared by the Medical and Social Expert Commission (MSEC) within two working days with the participation of the person with a disability and/or their legal representative. The prepared program is entered into the Ministry’s Centralized Electronic Information System within one working day.
  •    To assess the effectiveness of the measures specified in the Individual Rehabilitation Program or the necessity for additions or amendments, the MSEC reviews the relevant measures once a year for persons with disabilities, and once every six months for persons with disabilities under the age of 18.
  •    The completed Individual Rehabilitation Program is reflected in a special section of the personal account of the person with a disability on the Ministry’s “e-social” internet portal. The personal account displays the individual’s personal data, the percentage, cause, and duration of functional impairment, the approval date of the program, rehabilitation measures to be carried out, their start and end dates, and their implementation status.

What are the contraindications for the admission of persons with disabilities to rehabilitation institutions?

  •     acute and subacute stages of diseases requiring special inpatient treatment;
  •     mental illnesses prone to frequent exacerbations, decompensation, and relapse that require inpatient treatment;
  •     malignant tumors in the active phase;
  •     cachexia of various origins;
  •     extensive trophic and bedsores;
  •     purulent-necrotic diseases;
  •     infectious and venereal diseases.

How are persons with disabilities provided with medicinal products?

  •     Provided through pharmacy units established within state medical and preventive institutions.
  •     Medicines are issued to persons with disabilities based on the “Free Prescription Form.”
  •     Persons with disabilities or their legal representatives are provided with prescriptions on the same day they apply to the medical institution with an identity document.
  •     Only one medicine is prescribed per prescription.

How are persons with disabilities provided with sanatorium and resort treatment?

  • Persons with disabilities, when specified in their Individual Rehabilitation Program prepared by the MSEC, are provided free of charge with a sanatorium-resort voucher (permit) for treatment within the country by the Social Services Agency and the Sustainable and Operative Social Provision Agency under the Ministry.
  • The sanatorium-resort voucher (permit) is issued once a year in order of priority.
  • After the instruction for the issuance of a sanatorium-resort voucher (permit) is specified in the Individual Rehabilitation Program, the person with a disability is registered in the queue within one working day.
  • A brief notification is sent within two days to one of the contact means of the registered person with a disability or, in the case of children with disabilities under 18, to their legal representative. Detailed information is also reflected in the personal account of the person with a disability on the Ministry’s “e-social” internet portal.
  • Persons with disabilities are provided with the sanatorium-resort voucher (permit) no later than seven days before the date of admission to the sanatorium-resort facility.
  • If a person with a first-degree disability (with 81–100% impairment of body functions) or a child with disabilities under 18 requires an attendant, a note about this is made in the medical rehabilitation section of the Individual Rehabilitation Program.
  • Attendants accompanying persons with first-degree disabilities or children with disabilities under 18 are provided with a sanatorium-resort voucher (permit) by the same organization that provides the sanatorium-resort vouchers (permits) to those persons.
