According to the Decree of the Cabinet of Ministers of the Republic of Azerbaijan No. 446 of November 11, 2016, the definition of disability is made electronically based on the amendments to the Regulation on Medical and Social Expert Commissions, i.e. information on the registration of a disability assessment is sent electronically in real time by the Ministry of Health to Medico-Social Expertise and Rehabilitation Subsystem of the Centralized Information System of the Ministry of Labor and Social Protection of Population of the Republic of Azerbaijan.
In this regard, the citizen applies to a healthcare facility where he / she is registered to compile this form.
All information on the name of the healthcare institution, which identifies the recipients, and the identification of the recipients, shall also be encoded in the electronic document on the person concerned (the citizen who is assessed for disability) and is decrypted by TSERAS. Subsequently, the system sends to the MSEC information (except the address of the healthcare facility which gave that document and the MSEC, which serves the resident's place of residence) electronically to assess the disability.
MSEC, which has received the receipt in electronic form, decides whether disability determines, as well as medical whether the person concerned is in need of social protection and determines the information on labor guarantees. This information is included in the TSERAS with an enhanced electronic signature and confirmed by an enhanced electronic signature of the chairman and members of the MSEC.
Disability definition date is calculated from the date when MSEC decision was taken.
In accordance with the laws of the Republic of Azerbaijan "On Labor Pensions" and "On Social Allowances," persons with disabilities who have the right to a labor pension or social allowance for disability must apply to the district (city) departments of the State Social Protection Fund at the place of registration.
