Rashad Azizaga oglu Mustafayev was born in 1978.
He is a graduate of the Instituto de Empresa (IE), one of Europe's prestigious universities, from its Business School.
Before this, he graduated with honors from the Administrative Management Faculty of the Academy of Public Administration under the President of the Republic of Azerbaijan with a bachelor’s degree.
Additionally, he completed both his bachelor's and master's degrees in Law at the Tafakkur University of Science and Education Center and Baku State University, respectively.
Between 2000-2001, he worked as a leading consultant in the Law Department of the Ministry of State Property. From 2001 to 2015, he held various positions at the Ministry of Economy, including leading consultant, senior consultant, head of sector, deputy head in the Law Department, and was involved in reforms related to inspections in the entrepreneurship sector, improving the business environment, preventing corruption, and drafting relevant legislative acts.
From 2015 to 2023, he was the Deputy Director General of the State Oil Company of the Republic of Azerbaijan's "Southern Gas Corridor" OJSC. During this period, he participated in the development, financing, and completion of major projects, including the second phase of the Shah Deniz gas-condensate field development, expansion of the South Caucasus Pipeline, the Trans Anatolian Pipeline, and the Trans Adriatic Pipeline.
From 2023 to 2025, he worked as the Director General of the "Ekol Engineering Services" OJSC, a subsidiary of the State Oil Company of the Republic of Azerbaijan. During this period, together with the international consultancy company, he was involved in developing a strategy for the restoration of oil-contaminated areas, initiating negotiations with international financial institutions for its financing, and participating in the development and implementation of the company's business strategy.
At the same time, he is involved in the International IEMA program for environmental protection. He has participated in various training sessions, seminars, and courses abroad and has been involved in organizing several international events held in the country.
By the Order of the President of the Republic of Azerbaijan dated April 17, 2025, he was appointed as the Deputy Minister of Labour and Social Protection of Population.
He is fluent in English and Russian.
He is a member of the New Azerbaijan Party and a reserve officer.
He is married and has two children.
