Agency for Sustainable and Operative Social Provision (DOST)

The Agency for Sustainable and Operative Social Provision (hereinafter referred to as - Agency) is the public legal entity providing services (hereinafter referred to as - Services) at DOST Centres under the list determined by the President of the Republic of Azerbaijan.

The Agency is responsible for the management, monitoring, and evaluation of the activities of DOST Centres, as well as for the delivery of services in the areas of employment, labour, social protection and provision, and other relevant fields under the authority of the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan (hereinafter referred to as – the Ministry).

The Agency’s activities shall be governed by the Constitution of the Republic of Azerbaijan, international treaties to which the Republic of Azerbaijan is a party, relevant laws, the Agency’s Charter, decrees and acts of the President of the Republic of Azerbaijan, resolutions and acts of the Cabinet of Ministers, as well as resolutions, orders, and acts issued by the Ministry.

In implementing its duties and rights under this Charter, the Agency shall interact with state and local self-government bodies, trade unions, international and non-governmental organizations, other legal entities, and physical persons.

The Agency shall have an independent balance sheet and property, its own treasury and bank accounts, an emblem and stamp reflecting its name and the name of the Ministry, as well as relevant seals and official letterheads.

The purpose of the Agency is to manage DOST Centres, monitor and evaluate their activities, and ensure that the services provided align with the principles of single-window delivery, efficiency, citizen satisfaction, transparency, courtesy, responsibility, and convenience. The Agency shall also submit proposals regarding the activities of the Ministry’s subordinate entities at DOST Centres and coordinate the provision of these services. In addition, it shall conduct surveys among individuals in need of social protection and study their issues, prepare proposals to protect their rights and meet their needs, participate in the development and implementation of draft normative legal acts in the relevant field, review appeals submitted under the Laws “On Citizens’ Appeals,” “On Administrative Proceedings,” and “On Access to Information,” take appropriate measures in accordance with legal procedures, and carry out other functions defined in its Charter.
