Within the framework of the “Year of Constitution and Sovereignty”, the Ministry of Labour and Social Protection of Population organized an event titled “The Constitution of Azerbaijan Serves the Protection of Human Rights and Freedoms and the Welfare of Citizens.”
The event was attended by representatives of governmental and non-governmental institutions, members of parliament, public, political, and academic figures, family members of martyrs, war veterans, and others. The participants first viewed an exhibition dedicated to the “Year of Constitution and Sovereignty” at the DOST Inclusive Development and Creativity Center, where the event took place.
Minister of Labour and Social Protection of Population Anar Aliyev emphasized that the approaching 15 June – National Salvation Day marks the beginning of Azerbaijan’s achievements and victories. The Minister noted that the return of National Leader Heydar Aliyev to the leadership of the republic on June 15, 1993, at the insistent demand of the people, saved the country from the great threats of losing state independence, civil confrontation, and fragmentation.
Anar Aliyev highlighted the significant role of National Leader Heydar Aliyev, the founder of the modern independent Azerbaijani state, in ensuring social development in the country. He pointed out that during 1993–2003, more than 60 decrees and orders were signed to improve the welfare of the population, and between 1995–2003 the average monthly pension and allowances increased eightfold, while the average monthly salary grew more than six times. The Minister stressed that National Leader Heydar Aliyev is the author of the first National Constitution of independent Azerbaijan, which serves to protect human rights and freedoms and ensure citizens’ welfare. The Constitution adopted on November 12, 1995, declared the improvement of people’s welfare and the provision of a decent standard of living for citizens as the main goals of the state.
The Minister further emphasized the historic achievements Azerbaijan has attained as a result of the wise and farsighted policies of National Leader Heydar Aliyev, which are being successfully continued and developed by President Ilham Aliyev. He noted the victories of Azerbaijan, which has restored its territorial integrity and sovereignty, and underlined the success of consecutive social reforms implemented in recent years upon the President’s instructions. He also highlighted the achievements of the DOST concept initiated by First Vice-President Mehriban Aliyeva, as well as the progress made in the digitalization of state social services.
Chairman of the Veterans’ Council of the New Azerbaijan Party, Arif Rahimzade, spoke about the invaluable historical contributions of National Leader Heydar Aliyev to Azerbaijan’s development in all fields during his leadership periods. He stressed that with Heydar Aliyev’s return to power in 1993, the country was saved from great dangers and was put on a path of long-term development. Abdul Nochuev, father of martyr and Hero of the Patriotic War Surkhay Nochuev, who is also an employee of the State Social Protection Fund under the Ministry, shared his pride regarding the historic Victory achieved in the Patriotic War.
Member of Parliament and Chairman of the Legal Policy and State-Building Committee of the Milli Majlis, Ali Huseynli, emphasized the supreme values enshrined in the first National Constitution authored by National Leader Heydar Aliyev. He noted that the Constitution serves as a solid foundation for building a legal state and civil society in our country. Professor and Honored Scientist Shahlar Asgarov spoke about the exceptional services of National Leader Heydar Aliyev in safeguarding our statehood and national values. He also highlighted the achievements of his successful domestic and foreign policies and the reforms implemented in the fields of social policy, science, education, and culture. Heroes of the Patriotic War, Lieutenant Colonel Jeyhun Jamalov and Major Zaur Huseynov, a retired officer of the Special Forces, spoke about the honorable combat path of our army in the battles for the full restoration of Azerbaijan’s territorial integrity and sovereignty.
The event further discussed how the first National Constitution authored by National Leader Heydar Aliyev has contributed to social development, the welfare of citizens, and the strengthening of the social protection system in the country. Afterwards, the participants enjoyed an inclusive concert program performed by beneficiaries of the DOST Inclusive Development and Creativity Center.
