By the decision of the Collegium of the Ministry of Labour and Social Protection of Population, the working hours norm and production calendar for 2025 were approved.
According to the working hours norm for 2025, the following days will not be considered working days:
January 1-2 – New Year’s Holiday
January 20 – National Mourning Day
March 8 –Women's Day
March 20-24 – Novruz Holiday
March 30-31 – Eid al-Fitr
May 9 – Victory Day over Fascism
May 28 – Independence Day
June 6-7 – Eid al-Adha
June 15 – National Salvation Day
June 26 – Armed Forces Day of the Republic of Azerbaijan
November 8 – Victory Day
November 9 – State Flag Day of the Republic of Azerbaijan
December 31 – World Azerbaijanis Solidarity Day
In accordance with the Labour Code and Cabinet of Ministers' decisions, for a five-day working week in 2025, the rest days will be as follows: January 3, March 10, 25, 26, April 1, June 9, 16, November 10, and 11. For a six-day working week, the rest days are March 25, April 1, June 16, and November 10. The month of February 2025 will have 28 calendar days, and the year will consist of 365 calendar days.
For a five-day working week in 2025, there will be 239 working days (including 8 days before holidays and 1 day before municipal elections), 105 rest days (8 of which overlap with non-working holiday days, and 1 is due to a shift from 2024), 19 holidays, 1 municipal election day, and 1 National Mourning Day.
In Azerbaijan, the normal daily working time is 8 hours, and the weekly normal working time should not exceed 40 hours. As a rule, a five-day working week with two rest days is established.
The working hours norm for 2025, based on a 40-hour five-day working week, is calculated as 8 hours per working day. For days before holidays, voting, and National Mourning Day, the length of the working day is reduced by one hour.
The annual working hours norm for 2025 based on a 40-hour workweek is 1903 hours.
For workplaces with a six-day working week, employees working a 40-hour week will follow the same annual working hours norm of 1903 hours, based on the five-day working week.
