A delegation from the Ministry of Labour and Social Protection of Population participated in the World Social Security Forum of the International Social Security Association (ISSA).
The delegation included Zeka Mirzayev, Chairman of the Board of the State Social Protection Fund (SSPF), Farid Mammadov, Chairman of the Board of the DOST Agency, Vugar Behbudov, Chairman of the Board of the Social Services Agency, Elnare Ansari, Director of the DOST Inclusive Development and Creativity Center, and other staff members.
The Forum, held in Kuala Lumpur, Malaysia, was dedicated to “Social Security Formation in Transition Periods”. Over 150 countries participated, discussing issues such as social protection system resilience, digital transformation, artificial intelligence applications, and inclusive social services.
Following voting at the Forum, SSPF was re-elected, while DOST Agency and the Social Services Agency were elected for the first time to the ISSA European Network Management Committee (2026–2028).
A cooperation agreement was also signed between ISSA and the International Association of Pension and Social Funds, chaired by SSPF.
During interactive sessions, Farid Mammadov served as a panelist and speaker, Zeka Mirzayev as a panelist, and Elnare Ansari as a speaker. The delegation also shared recent social reform achievements in Azerbaijan and presented SSPF’s “Good Governance Criteria in ISSA Guidelines.”
Awards presented included the DOST Agency receiving the Service Quality Certificate 2025–2028 for successful implementation of ISSA guidelines, and the “Duluschu” film created by the DOST Inclusive Development and Creativity Center receiving an honorary diploma at the ISSA VideoFest. SSPF was also honoured with a diploma for contributions to social security promotion.
Bilateral meetings with ISSA leadership and representatives of various countries’ social protection institutions were held to discuss future cooperation.
