A regular meeting of the Working Group, consisting of representatives of the main and supporting implementing agencies responsible for measures envisaged in the Action Plan for the implementation of the “State Program on the Development of Social Services in the Republic of Azerbaijan for 2023–2026,” was held via videoconference.

Head of the Working Group and Deputy Minister of Labour and Social Protection of Population Hidayat Abdullayev stated that the consistent social reforms implemented in recent years in line with the instructions of President Ilham Aliyev have also covered the social services system for vulnerable groups. It was noted that the “State Program on the Development of Social Services in the Republic of Azerbaijan for 2023–2026,” approved by the Presidential Order dated August 28, 2023, has enabled important steps to be taken toward the development of the social services system, improving its quality and quantity, and expanding its coverage.

The meeting reviewed the implementation of the Program, including efforts to improve the accessibility, flexibility, and quality of social services for persons with disabilities and other vulnerable groups, as well as work related to reintegration, the foster family care model, and other areas. The importance of cooperation with relevant institutions in these areas was emphasized, and issues arising during the implementation process were discussed.

The Working Group includes representatives of the Ministry of Labour and Social Protection of Population, the Ministry of Economy, the Ministry of Foreign Affairs, the Ministry of Justice, the Ministry of Health, the Ministry of Digital Development and Transport, the Ministry of Science and Education, the Ministry of Internal Affairs, the Ministry of Youth and Sports, the State Committee for Family, Women and Children Affairs, the Azerbaijan Trade Unions Confederation, the National Confederation of Entrepreneurs (Employers) Organizations of Azerbaijan, the Management Union of Medical Territorial Units (TABIB), the Baku City Executive Authority, the Mediation Council, and other institutions.
