The successful social policies implemented in Azerbaijan have facilitated significant steps in strengthening the social protection of the families of heroes who were martyred during the January 20, 1990, tragedy and individuals with disabilities resulting from the January 20 events.
In the early 1990s, the honorary title "Martyr of January 20" was established by a decree of National Leader Heydar Aliyev. Based on his instructions, critical measures were initiated to integrate the families of January 20 martyrs and individuals with disabilities related to the tragedy into the social protection system.
These measures have been further strengthened and successfully continued each year under President Ilham Aliyev’s special attention and care for vulnerable groups.
Over the years, the Ministry of Labour and Social Protection of Population has provided 143 apartments to the families of January 20 martyrs and individuals with disabilities due to the events of January 20, as well as nearly 100 vehicles to individuals with disabilities from the January 20 tragedy.
Families of January 20 martyrs and individuals with disabilities linked to the tragedy receive monthly presidential stipends. These stipend amounts to 600 manats for families of martyrs, 500 manats for 81-100 percent impairment of body functions, 400 manats for 61-80 percent impairment, and 330 manats for 31-60 percent impairment for persons with disabilities due to the events of January 20.
In addition, individuals with disabilities receive disability pensions or allowances (270 manats, 220 manats, and 150 manats, respectively) and a 100-manat monthly presidential stipend for caregivers of individuals with 81–100% functional impairment.
The regular increase of these social payments is ensured. As part of the consistent social reform packages implemented since 2018, the monthly presidential stipend for family members of January 20 martyrs and individuals with disabilities related to the January 20 events has nearly tripled. Additionally, the stipend for caregivers of individuals with 81–100% functional impairment has doubled, the average monthly pension has increased by 2,4 times, and disability allowances have risen by more than threefold.
Moreover, individuals with disabilities from the January 20 events are provided with rehabilitation services. Families of January 20 martyrs and individuals with disabilities are also entitled to various privileges and benefits as stipulated by legislation.
