In accordance with the Action Plan of the “State Program on the Development of Social Services in the Republic of Azerbaijan for 2023–2025,” approved by the Decree of President Ilham Aliyev, the Coordination Council established to ensure coordination in the field of social services held its first meeting in a video conference format.
At the meeting, the Chair of the Council, Deputy Minister of Labour and Social Protection of Population Hidayat Abdullayev, highlighted the priority directions of the State Program, the progress made, and the successful implementation of last year’s objectives. He emphasized that these achievements were the result of effective inter-agency cooperation, coordinated management, and a systematic approach.
It was noted that the coverage of social services provided to socially vulnerable population groups continues to expand. The Social Services Agency under the Ministry provides mobile, residential, and semi-residential services to citizens of all age groups, including those in need of special care. It was also mentioned that measures have been taken this year to improve service quality in social institutions, modernize facilities, and establish new social service centers.
The meeting also discussed the expansion of cooperation with civil society institutions based on social orders in the provision of social services. The importance of ensuring that children living in state childcare institutions grow up in a family environment and preventing their placement in residential institutions was underlined.
Presentations were made on “Implementation and New Perspectives of the State Program on the Development of Social Services in the Republic of Azerbaijan for 2023–2026” and “Organization of Social Services for People in Difficult Life Situations.” Participants exchanged views on these topics. Discussions focused on ensuring coordinated and comprehensive delivery of social services, strengthening administration and coordination, and increasing system efficiency, speed, and effectiveness.
It should be noted that the Coordination Council was established by an order of the Ministry of Labour and Social Protection of Population. The Council includes representatives from the Ministry of Justice, Ministry of Health, Ministry of Science and Education, Ministry of Youth and Sports, Ministry of Internal Affairs, Ministry of Digital Development and Transport, State Committee for Family, Women and Children Affairs, Baku City Executive Authority, State Agency on Mandatory Health Insurance, and the Management Union of Medical Territorial Units (TABIB).
