A delegation led by Anar Bayramov, Deputy Minister of Labour and Social Protection of the Population, participated in the European Social Rights High-Level Conference held in Moldova.
Speaking at the session titled “The Future of Work: Defining New Directions,” Anar Bayramov emphasized that the European Social Charter is a cornerstone for the protection of social rights and noted that the pace and scale of current changes require this framework to be protected, modernized, and strengthened.
The Deputy Minister highlighted that the development of human capital is at the core of the successful socio-economic policy implemented under the leadership of President Ilham Aliyev. He noted that five social reform packages have been implemented in Azerbaijan in recent years, resulting in more than a threefold increase in wages, pensions, benefits, and scholarships.
The country’s achievements in digitalization in the social sphere were also presented, including the creation of a unified platform for accessing services, the proactive delivery of more than 50 services, and the advantages of the DOST model. The benefits of the “Labour and Employment” subsystem for labour market participants were emphasized, as well as its role in enabling electronic monitoring to protect workers’ rights.
It was also noted that Azerbaijan has joined 60 conventions of the International Labour Organization (ILO) and is the country among CIS states that has adopted the highest number of ILO standards. Progress achieved in aligning national labour legislation with international standards was highlighted.
Within the framework of the visit, meetings were held with Elena Tsibirne, Director of the National Social Insurance House of Moldova, and Dumitru Pîslaru, State Secretary of the Ministry of Labour and Social Protection of Moldova. Discussions focused on future cooperation and the potential implementation of the DOST concept in Moldova, which has expressed interest in this model.
