The Decree will cover 76 thousand low-income families and provide them with one-time financial assistance.
President Ilham Aliyev’s Decree dated 22 December 2025 “On providing one-time financial assistance to low-income families” is another clear example of special attention and care aimed at strengthening the social protection of low-income families.
According to the Decree, on the occasion of the Day of Solidarity of World Azerbaijanis and the New Year holiday, each family receiving targeted state social assistance as of 30 December 2025 will be granted a one-time financial assistance of 200 manats. For this purpose, 15.3 million manats have been allocated.
The Decree will cover 76 thousand families currently receiving targeted social assistance, comprising 335,200 family members, and the one-time payment will support their financial well-being ahead of the holidays.
The one-time assistance will be transferred by the Ministry of Labour and Social Protection of the Population directly to the accounts of families receiving targeted social assistance.
The targeted social assistance programme plays an important role in the social protection of low-income families. The amount of assistance provided has been increasing steadily. Between 2018 and 2025, the average monthly amount per family increased 2.4 times and currently stands at 425 manats.
During the same period, the threshold of the need criterion for granting targeted social assistance was increased 2.2 times to 285 manats, and it is planned to raise it to 300 manats next year.
