Collegial meeting
As part of the new social reform package implemented at the beginning of this year, there will be increases in pensions, and starting next month, all pensions will be paid at the increased amounts. These increases will be in two directions. That is, pensions will be increased through indexing, calculated from the beginning of the year, and pensions below 320 manat will be raised to 320 manat starting from February 1.
This was stated at the next collegial meeting held at the Ministry of Labour and Social Protection of Population. The Minister of Labour and Social Protection of Population Sahil Babayev emphasized that one of the key aspects of the social reforms carried out based on the instructions of President Ilham Aliyev is the increase in pensions. He noted that since 2018, the fifth social reform package has already been implemented, resulting in a threefold increase in the minimum pension, a 2,4-fold increase in the average monthly pension, and the annual budget allocated for pension payments has doubled, reaching 7 billion 210 million 530 thousand manat in 2025.
The results of the activities of the Ministry of Labour and Social Protection of Population of the Nakhchivan Autonomous Republic in the past year were highlighted during the meeting. A presentation was made regarding the implementation of social protection and active employment programs, the establishment of the DOST infrastructure, expansion of social services and rehabilitation networks, and the introduction of electronic services and proactive appointment mechanisms in the fields of labour, employment, and social protection.
The results of the activities of the State Labour Inspectorate Service under the Ministry of Labour and Social Protection of Population were also noted. In 2024, 61 employees who had been unlawfully dismissed were reinstated in their previous jobs, and more than 213000 manat of delayed social payments were ensured to be paid to employees by employers.
The introduction of innovative monitoring mechanisms in labour relations, increasing the functionality of the "Labour and Employment" subsystem, and measures taken to educate employers on labour legislation were emphasized.
Information was provided on the activities of the State Social Protection Fund under the Ministry. It was reported that the the State Social Protection Fund's revenue in 2024 was 345 million manat (5 percent) higher than the previous year, reaching 7 billion 20 million manat, while its expenditures increased by 808 million manat (13 percent), amounting to 6 billion 889 million manat. It was also noted that pensions, benefits, stipends, and targeted social assistance payments to the public amounted to 8 billion 846 million manat, which was 844 million manat (10,6 percent) more than the previous year.
The outcomes of the work done in other areas of the Ministry's activities last year and the tasks ahead were discussed.
