Within the framework of the Future Professions Summit organized in Nakhchivan, a panel discussion titled “Social-Labour Ecosystem for Business: New Models in Nakhchivan” was held with the joint organization of the State Labour Inspection Service under the Ministry of Labour and Social Protection of Population, the State Employment Agency, and the State Social Protection Fund.
Sadiq Aliyev, Chairman of the Board of the State Employment Agency, spoke on “Active Employment Programs: Fast Channels for Regional Business”. He highlighted the important role of sustainable employment policies in the socio-economic development of regions under modern economic conditions. He emphasized that proper structuring of the labour market, efficient use of local resources, and expanding cooperation with entrepreneurs are among the priority directions of state policy.
S. Aliyev noted that the Agency’s active employment initiatives for regional businesses—such as vocational training, self-employment programs, direct employer platforms, and digital support services—have been transformed into “fast channels,” emphasizing the special potential of Nakhchivan in this regard.
Zaka Mirzayev, Chairman of the Board of the State Social Protection Fund, spoke on “Social Insurance: Risk Management and Motivation for Business”, noting that significant reforms have been carried out in the field of social insurance in Azerbaijan in recent years, strengthening citizens’ social protection. He highlighted the importance of legislative changes for insurers operating in the non-state sector and noted the creation of monitoring opportunities for insured individuals’ personal accounts via the “e-social” portal.
Z. Mirzayev also mentioned that, starting from May 1 of this year, sickness certificates are issued in electronic form, highlighting priority goals in the insurance-pension system and social protection sector, as well as the importance of implementing proactive electronic services.
Narmin Mirzayeva, Deputy Head of the State Labour Inspection Service, presented on “Digital Solutions in Labour Relations Regulation”, drawing attention to innovations in labour relations regulation, the expansion of digital services in employment and labour relations under new legislative acts.
N. Mirzayeva highlighted the significance of the “Labour and Employment” subsystem as a unified digital platform, as well as proactive monitoring and electronic audit activities. She also provided information on the risk model applied to employers, electronic solutions, and modern approaches aimed at preventing violations of labour legislation and ensuring labour protection.
During the panel discussion, participants exchanged views and received answers to questions regarding the elimination of skilled workforce shortages, regulation of social insurance payments and personal accounts, and final settlements of employees leaving work.
